SR Application Delivery Manager

Job Description:

The client is seeking a senior delivery lead capable of independently coordinating a modernization program in a turnaround situation. Delivery is outsourced to an English-speaking external vendor who is managing multiple migration phases in parallel under contractual constraints.

The core of the role is integrated planning with dependencies and critical path analysis using MS Project, coupled with rigorous written documentation in JIRA and project logs. This role does not involve ticket tracking or agile facilitation. Recurring phrases such as "challenge the vendor," "document commitments," "complete autonomy," "calm under pressure," and "political environment" indicate a focus on execution and the ability to enforce delivery discipline from a third party. Fluency in English during meetings is a mandatory requirement: without the ability to communicate verbally with the vendor, the candidate cannot effectively manage the interface. This profile differs from the traditional project manager focused on budget and resources, the Scrum Master or agile coach focused on team facilitation, and the technical migration role focused on implementation: it involves leading a cross-functional delivery process. Knowledge of Desjardins and the audited environments is an asset, not a requirement.

Responsibilities:

• Manage the integrated planning of migration waves: dependencies, critical path, milestones, and keep this plan up-to-date in light of vendor changes.
  
• Serve as the daily point of contact with the vendor's delivery teams, in English, and challenge their commitments based on documentation.
  
• Maintain program traceability: track deliverables, deviations, decisions, and risks in project logs and JIRA.
  
• Coordinate internal IT contributors spread across multiple business units, without hierarchical reporting lines.
  
• Produce progress reports that are readable by executives.
  

Requirements

Required:

• Fluent professional English, written and spoken, including in meetings with the vendor
  
• Management of IT delivery on complex and high-visibility programs, with complete autonomy
  
• Experience managing large-scale cloud migration projects
  
• Dependency and critical path planning with MS Project
  
• Proficiency in JIRA
  
• Rigorous written traceability of decisions, deviations, and commitments, dated and documented
  
• Demonstrated ability to challenge a vendor and have their commitments documented

• Coordination Internal contributors spread across multiple sectors, without hierarchical links
  
• Production of tracking views readable by executive bodies
  

Asset:

• Knowledge of the Desjardins environment and its internal processes
  
• Experience with audited environments
