Reporting to and under the direction of the Senior Manager, Procurement and Risk, the Senior Buyer will be responsible for:

ensuring Corporate procurements are conducted in a fair, open, and transparent manner, in accordance with the Town's procurement policy, procedures and legislation, such as the Canadian Free Trade Agreement and the Canada-European Union Comprehensive Economic and Trade Agreement;

objectively review specifications, gathering information from various sources to plan and execute a successful procurement, including reviewing adequacy of the scope of work, evaluating procurement options, and determining insurance and WSIB requirements;

providing advice and consultation to departments regarding procurement options/recommendations, the preparation of bid documents, purchase order;

the preparation, co-ordination and processing of Tenders, Request for Quotations and Proposals for the purchase of a wide variety of technical and non-technical goods and services required in the construction, maintenance and administration activities of the Corporation;

co-ordinating and chairing bid evaluation meetings with staff from across the corporation to evaluate bidder responses to request for proposals and similar procurements;

preparing comprehensive analysis of bid submissions and providing recommendations;

drafting joint-departmental recommendation / contract award reports following procurements;

co-ordinating and leading discussions with bidders and vendors related to procurement protests, bid debrief requests, vendor performance issues, and contract terminations;

utilize and support requisitioners in the purchase order system; Our Procurement team is looking for an enthusiastic, solutions-oriented team player who takes initiative and thrives on a high performing team. a post-secondary Degree/Diploma preferably in Purchasing, Finance, Business Management or related discipline;

a professionally recognized public procurement designation or working towards a designation (including Certified Public Procurement Officer, Certified Professional Public Buyer, Certified Supply Chain Management Professional, and National Institute of Governmental Purchasing - Certified Procurement Professional certifications);

minimum four (4) years of experience in purchasing and analysis, preferably in a government or public agency;

a demonstrated intermediate level proficiency in Microsoft Office (Word, Excel, Outlook, Teams);

proficiency with automated purchase order systems and previous work experience with service contracts, blanket purchase orders and general purchase orders;

a thorough understanding of purchasing ethics, procedures and legislation as they relate to public procurement;

sound judgement and analytical skills to identify risks, opportunities and provide recommendations to internal clients in a timely manner;

preference will be given to candidates with experience or a solid understanding of Construction commodities;

working knowledge of the Workday ERP platform and eScribe document management software would be an asset; Ability to work effectively in a team environment as well as independently with minimal supervision.
