BUSINESS ANALYST CORPORATE FINANCE Location Toronto, ON M5H 2N2 : Job ID: 54023 Job Category: Finance, Accounting & Purchasing Division & Section: Chief Financial Officer's Office & Capital Markets Work Location: City Hall, 100 Queen St. Job Type & Duration: Full-time, 1 Temporary (10 months) Vacancy Salary: $86,716.00 - $112,255.00, TM2403 and Wage Grade 6 (2024 rate) Shift Information: Monday-Friday, 35 Hours Per Week Affiliation: Non-Union Number of Positions Open: 1 Posting Period: 03-MAR-2025 to 09-MAR-2025 Reporting to the Senior Investment Advisor, the Business Analyst will support investment trades, perform daily liquidity operations, create monthly and quarterly reports, and support Capital Market team to implement strategies and initiatives. Analyzes the impact/exposure of the investment portfolios and provide reconciliation reports recommending solutions such as operational and business changes, etc.
Works with of Capital Markets staff to fine tune investment related database to improve the communication of information between Accounting and Capital Markets.
Prepares reports for the Manager, Investments, making recommendations on changes in business methods and processes e.g., to strengthen risk control and reduce costs.
Identifies, analyzes, rationalizes, and optimizes business processes, policies, procedures, systems applications, inputs and outputs, program operations and functions at a detailed level in relation to the City's capital markets program.
Identifies capital projects authority remaining for debt issuance and work with divisions to create a draft list for the City and recommends plans.
Examines causes of budget variance and accounting variance within divisional operations and reports recommendations to improve accuracy.
Facilitates training for Capital Markets staff on various relevant topics as required.
Works to improve the capabilities of divisional preparation, including unionized staff, for audits and ensure the most suitable operational practices.
Ensures improvements to Capital Markets investment process are reviewed regularly, changes adopted, and efficiencies implemented.
Attends at Capital Markets' planning & strategy meetings to contribute investment portfolio analytic items.
Attends at Capital Markets' meetings to inform, report and coordinate with Investment Manager Firms.
Acts as a liaison on auditors' and accounting inquiries for efficient, timely file review and response.
Ensures effective and ongoing implementation of recommendations arising from Auditors' review of investment process.
Reports on staff roles and responsibilities and provides an inter-district evaluation of inconsistencies of business practices and associated staff and financial implications.
Facilitates "post-mortems" on lessons learned from audits.
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Conducts financial analysis and determines key indicators to measure the effectiveness and efficiencies of service delivery methods and design processes to track those indicators.
Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ innovative solutions and redesigned processes to deliver City services.
Post-secondary education in a relevant discipline related to the job function (e.g. financial and management accounting) or the equivalent combination of education and experience.

• Extensive experience with financial information system e.g. SAP to capture and manipulate data.
• Extensive preparing business process reviews/mapping and articulating key performance measures/indicators.
• Extensive experience in preparing financial/accounting reconciliations and financial analytics summary.
• Extensive experience conducting research, analysis and interpreting large volumes of data.
• Extensive experience in the use of Microsoft Office Applications (Word, Excel, PowerPoint), managing databases and ability to adapt to new technologies.
• Strong customer service focus and interpersonal skills and ability to work co-operatively as an effective team member and encourage teamwork.
• Ability to adhere to the Toronto Public Service mission and values and act professionally and ethically.
• Ability to work independently under minimum supervision and set priorities, plan and execute tasks.
