Reporting to the Manager, Capital and Special Projects, the Buyer is responsible for coordinating procurement activities in accordance with College policies, public-sector procurement regulations, Ministry requirements, and BPS Directives. The incumbent manages the full procurement lifecycle to support operational, capital, and special projects, ensuring best value, compliance, transparency, and accountability.
The Buyer is authorized to commit College funds to external suppliers within established signing authority limits and provides procurement expertise and guidance to internal stakeholders.
Procurement Operations
Review purchase requisitions for accuracy, completeness, and appropriate sourcing method.
Prepare, issue, and administer RFx documents in compliance with procurement policy.
Coordinate vendor communications, site visits, demonstrations, evaluation processes, and award recommendations.
Analyze pricing submissions and participate in negotiations related to pricing, delivery, and terms and conditions.
Prepare and issue purchase orders within delegated authority and ensure required approvals are obtained.
Conduct or facilitate supplier debriefings as required.
Supplier and Contract Management
Monitor contract terms, renewals, pricing thresholds, and supplier performance.
Liaise with suppliers, carriers, and internal departments to resolve delivery, shipping, invoicing, or performance issues.
Research and Analysis
Analyze historical purchasing data and spending trends.
Conduct market research, benchmarking, and sourcing analysis.
Identify opportunities for cost savings, standardization, and process improvements.
Procurement Administration
Ensure procurement activities comply with College policies, ethical standards, audit requirements, and applicable legislation.
Maintain accurate documentation within the College’s financial and procurement systems.
Liaise with Finance, Accounts Payable, and Shipping/Receiving to resolve discrepancies and prevent operational impacts.
Provide guidance and support on procurement procedures to internal clients.
Coordinate the sale or donation of obsolete equipment in accordance with College policy.
Project Support
Support procurement requirements for capital and special-funded projects, ensuring funding and deadline compliance.
Coordinate procurement activities during high-volume periods to support program and operational needs.
Completion of a 3-year diploma or degree in Business or a related field, plus a recognized professional procurement designation (e.g., Minimum 3 years of procurement experience, preferably in a public-sector environment.
Experience purchasing a wide range of goods and services; experience with office, print, promotional, and technical or trades-related purchases is an asset.
Proficiency in Microsoft Office (Word, Excel, Adobe Illustrator) and procurement systems such as Bonfire, MERX, and Multiview.
Ability to work independently and collaboratively with minimal supervision.
Demonstrated interpersonal, customer service, and communication skills.
Ability to interpret contracts, legal terms, insurance requirements, WSIB, and compliance documentation.
