Conformément aux conventions collectives applicables, on tiendra compte des dispositions relatives au recrutement et à la promotion avant d’appliquer les principes d’équité. Sous une supervision générale, l’assistant ou l’assistante aux ressources humaines est responsable d’offrir, de diverses façons, de l’aide en matière de ressources humaines à la gestionnaire et à la conseillère aux ressources humaines responsable du portefeuille du Service à la clientèle et des communications (Service de renseignements 311). Le rôle principal associé à ce poste est de mener le processus de recrutement et de sélection pour le Service de renseignements 311. La personne qui occupe ce poste peut aussi offrir de l’aide en matière de ressources humaines de diverses façons selon les directives reçues, dans les domaines des relations avec le personnel et du travail, de l’évaluation et de la classification des postes, ou des activités liées à la santé et à la sécurité du personnel. De plus, elle accomplira des tâches administratives générales en matière de ressources humaines, fera des rapports, entreprendra des projets spéciaux et effectuera des recherches et des analyses relativement à des initiatives des ressources humaines, selon les directives reçues et les besoins du service.
À titre d’assistant ou d’assistante aux ressources humaines, vous allez :
contribuer au processus de recrutement de la Ville de Winnipeg en suivant les conseils qui vous seront donnés;
appuyer les conseillers aux ressources humaines lors d’affaires en matière de relations avec le personnel et du travail;
appuyer les conseillers aux ressources humaines et le personnel de gestion dans le cadre du processus d’évaluation et de classification des postes;
assumer toutes les fonctions générales en matière de ressources humaines et produire les rapports qui se doivent;
effectuer des recherches et des analyses relativement à des affaires et à des initiatives de ressources humaines, et entreprendre des projets et du travail de comité pour renforcer les politiques, les fonctions et les activités de ressources humaines au sein du service.
Diplôme d’études postsecondaires en gestion des ressources humaines ou mélange équivalent d’études, de formation et d’expérience dans un poste semblable
Expérience à diriger le processus de recrutement et de sélection entier, préférablement dans le secteur public
Expérience de travail avec MS Office (Word, Excel, Outlook)
Bonne maîtrise du français et capacité de communiquer de façon claire, calme et professionnelle (atout)
Capacité de faire preuve de jugement afin de résoudre des problèmes et de prendre des décisions de façon rapide et efficace avec peu de supervision
Capacité de garder son calme et de travailler de façon efficace et professionnelle en faisant preuve de tact à l’égard du public, de la clientèle et du personnel
Capacité d’interpréter la législation, les conventions collectives et les politiques et normes administratives
Bonne connaissance des systèmes d’information des ressources humaines (PeopleSoft de préférence)

Under general supervision, the Human Resource Assistant is responsible to provide a variety of HR assistance to the Manager and the Human Resource Consultant specifically assigned to the Customer Service and Communications (311 Contact Center) portfolio. The primary focus for this position will be leading recruitment and selection for the 311 Contact Center. The position may also provide a variety of HR assistance in the areas of employee and labour relations; The HR Assistant will also perform generalist Human Resource administration, reporting activities, undertake special projects, and conduct research and analysis on HR Initiatives as assigned depending on the needs of the department.
As The Human Resource Assistant, You Will
With guidance, be responsible for assisting with the City of Winnipeg’s recruitment process.
Be responsible for supporting HR Consultants in Employee and Labour Relations issues.
Be responsible for supporting HR Consultants and management in the Job Evaluation/ Classification process.
Administer and report on all HR generalist functions.
Conduct research and analysis on HR issues/initiatives and undertake projects and committee work to strengthen human resource policies, functions and activities across the Department.
Your Education And Qualifications Include
Post-secondary degree in Human Resource Management or an equivalent combination of education, training and experience in a similar position.
Experience conducting full cycle recruitment and selection activities, preferably in a public sector environment.
Experience providing advice and guidance in the areas of employee and labour relations and job evaluations is preferred.
Experience working in a unionized environment is an asset.
Experience working with MS Office (Word, Excel, Outlook).
Strong customer service skills.
Fluency in French with the ability to communicate clearly, calmly, and professionally is preferred.
Ability to exercise good judgement to solve problems and make decisions quickly and effectively under limited supervision.
Ability to maintain composure and work in an efficient and professional manner while dealing tactfully with the public, clients and employees.
Ability to interpret legislation, collective agreements and policies/administrative standards.
Sound knowledge of Human Resource Information Systems, preferably PeopleSoft.
