The Role:
To perform testing and provide accurate and timely reporting of clinical and environmental laboratory tests as part of a team of laboratory professionals within Public Health Ontarios (PHOs) quality policies technical procedures and the regulatory and accreditation requirements within the scope of work.
To provide technical assistance to Managers and/or Operational Lead in carrying out testing troubleshooting and/or special projects. To provide group leadership to a team of technical and non-technical staff.
Key Responsibilities-
Be competent to perform laboratory activities work in accordance with the laboratorys management system and conducts standardized medical/clinical/environmental tests and procedures for the isolation quantification identification molecular testing and antimicrobial susceptibility testing of clinically significant bacteria fungi parasites viruses and associated antibodies as applicable.
Carries out testing as outlined in the method using the established quality assurance and control procedures and oversees internal and external proficiency testing to ensure quality outcomes.
Reports and relays results to specimen submitters including health care providers and other parties as required accurately clearly unambiguously and objectively within acceptable turnaround time (TAT) as published by PHOs laboratory and within required timeframes outlined in applicable legislation.
Authorizes the release of laboratory test results and discusses test results with clients within the restriction of College of Medical Laboratory Technologists of Ontario regulations.
Ensures specimens are handled and stored appropriately to protect the integrity of the test and the interests of the laboratory and the customer.
Provides oversight of day-to-day activities to a team of technical and non-technical staff including assignment of work.
Performs advanced trouble shooting beyond daily maintenance (e.g. method or instrument failures etc.).
Assists Operational Lead with training and competency assessment of technical and non-technical staff.
Helps to ensure adherence to all safety guidelines and regulatory requirements.
Maintains privacy and confidentiality as outlined by PHOs corporate policies.
Performs review of daily QC materials evaluates the significance of deviations and take appropriate
actions to resolve any discrepancies when QC results fall outside the acceptable range(s).
Leads projects and project teams including the verification and validation of equipment/methods and provision of training and competency.
Provides support to supervisor/manager with contract managers to prepare appropriate procurement documentation for procurement of equipment goods and services e.g. new equipment new methods preventative maintenance etc.
Provides oversight for the evaluation and participates in vendor debrief sessions.
Provides input for the development of new procedures and protocols and documents the final procedures and protocols when directed by their supervisor.
Participates in annual review of procedures and protocols.
Participates in preparation and response to internal and external audit findings.
Participates in preparation of documentation related to the investigation and response to non-conformances and complaints and follow up corrective and preventive actions where applicable to their work.
Performs activities to support the laboratorys Quality Management Program including those that support accreditation and regulatory requirements.
Performs laboratory activities impartially discloses any conflicts of interest and does not allow commercial financial or other pressures to compromise their work or impartiality.
Performs other duties or projects as assigned.
Knowledge and Skills-
Knowledge of and the ability to perform medical/environmental laboratory techniques/procedures laboratory safety practices and the ability to operate laboratory equipment to conduct standardized medical/clinical/environmental tests and procedures and provide technical guidance to technical and non-technical staff.
Knowledge of and ability to apply laboratory safety practices to ensure all safety guidelines and requirements are met.
Knowledge of applicable regulatory and accreditation requirements and PHOs Code of Conduct including those to ensure confidentiality is maintained when releasing test results and during discussions with clients.
Knowledge of computer software applications such as spreadsheet word processing presentations and skills to work with automated computer driven equipment including laboratory information systems.
Education and Experience-
Certification in good standing with the College of Medical Laboratory Technologists of Ontario;
Combined with four (4) to six (6) years experience in their field of expertise.
Valid Human Pathogens and Toxins Act security clearance may be required when working in the CL3 Laboratory.
Attributes and Competencies-
Good oral and written communication skills: in order to write standard operating procedures complete records and relay technical information to users and presentation skills to provide training to technical and non- technical staff.
Good interpersonal skills to work collaboratively with internal and external stakeholders and liaise with laboratory staff and sample submitters including health care providers to relay laboratory test results and other information.
