The Health Promoter advances community well-being by applying expertise in health promotion within a public health context. Aligned with the Ontario Public Health Standards, the Health Promoter leads and implements evidence-informed strategies, including Education, Capacity and Skill Building, Community and Partner Mobilization, and Social Marketing. The Health Promoter also supports Population Health Assessments, and Healthy Public Policy. Working with diverse populations, the Health Promoter promotes inclusive, culturally safe practices to address health inequities and the social determinants of health. The role requires skills in population health assessment, program planning and evaluation, effective communication, and cross-sector collaboration. The Health Promoter works within an interdisciplinary team and builds strong community partnerships to enhance collective impact and improve health outcomes.
Health Promoters work in a variety of public health settings using a broad set of competencies to support effective, ethical, and evidence-informed public health practice in the following areas:
Education, Skill, and Capacity Building

• Design and deliver interventions that increase knowledge, build skills, and promote positive behaviour change related to public health topics.
• Tailor educational activities to the specific needs of target populations, ensuring relevance, accessibility, and cultural responsiveness across diverse settings such as schools, workplaces, community spaces, and online platforms.
• Facilitate workshops, training sessions, community events, and hands-on learning opportunities that empower individuals and groups to make informed decisions about their health.
• Apply participatory approaches that actively engage learners, promote health literacy, and enhance individual and community capacity to support long-term public health outcomes.

Communication and Social Marketing

• Collaborate with the Strategic Communications Team to plan, develop, and implement communication and social marketing interventions that inform, influence, and support healthy behaviors related to chronic disease prevention.
• Tailor messages that align with public health priorities and resonate with diverse audiences across mass media, digital platforms, and community settings.
• Ensure all communications are culturally relevant, accessible, and grounded in best practices to amplify public health impact and foster informed decision-making.

Community and Partner Mobilization

• Engage individuals, communities, and organizations to collaboratively address public health priorities through relationship-building, trust, and shared action.
• Support community members and partners in identifying needs, setting priorities, and leading initiatives that are culturally relevant, equitable, and grounded in local knowledge.
• Mobilize partners across sectors—including health care, education, social services, and non-profits—by participating in networks, coalitions, and multi-sector collaborations aimed at achieving shared goals.
• Leverage community and partner strengths to support and facilitate sustainable, coordinated public health responses that address social determinants of health and promote long-term improvements in population well-being.

Healthy Public Policy

• Support the development, analysis, and promotion of policies that integrate health and equity considerations across sectors to improve population health and reduce health inequities.
• Provide evidence-informed input on the health impacts of existing and proposed policies at the local and regional level.
• Contribute to the development of implementation plans and evaluation frameworks to support effective and sustainable policy change.

Population Health Assessment

• Contribute to the systematic collection, analysis, and interpretation of data and information related to chronic disease and healthy living, injury prevention, substance use, mental health, and associated social determinants of health.
• Support surveillance activities that monitor trends in health outcomes and behavioural, environmental, and population factors to identify community needs and inform public health priorities.
• Collaborate with epidemiologists, internal teams, and external partners to ensure data is accurate, relevant, actionable, and aligned with program objectives.
• Use surveillance findings to inform program planning, needs assessments, and evidence-informed decision-making in health promotion initiatives.
• Utilize local and provincial surveillance systems, community data sources, and data from public health intervention delivery to prepare situational assessments, reports, and public facing communications products.
• Promote best practices in data collection, continuous quality improvement, and partner engagement to support responsive, equitable, and impactful public health services.

Incumbents must keep up to date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed.

4-year University Degree in Health Promotion, Public Health, Health Studies, Health Sciences, or the equivalent.

~ Master’s degree in Health Promotion, Public Health, Health Studies, Health Sciences or the equivalent considered an asset.

Minimum of one year of related work experience is required.

• Previous experience working in public health is an asset.
• Demonstrated experience program planning, implementation and evaluation, effective communication, and cross-sector collaboration.
