The Contract and Grant Specialist is responsible for effectively developing, procuring, managing, and administering various types of funding agreements across a wide breadth of social programs and client populations, including a those that support early learning and child care initiatives. The Contract and Grant Specialist draws on a strong working knowledge across social programs. Familiarity with associated legislative, policy and practice frameworks are critical to plan for, procure and monitor services that meet the complex needs of Albertans through their lifespan. A thorough understanding of client needs and community/sector issues, paired with a working knowledge of procurement practices, is key to implementing effective contract and grant management.
The Grant and contract specialist works independently with a high level of autonomy and has strong negotiation, monitoring and consultative skills. This role requires the development and maintenance of a strong network of collaborative relationships with a wide range of stakeholders, including communities, organizations, service providers, and program delivery staff, to assess service needs, identify emerging issues, and ensure that services are in place to meet the needs of multiple client groups.
Grant and Contract Management, Monitoring, and Reporting
Support the Space Creation grant program implementation and delivery throughout the grant management lifecycle to ensure the objective and deliverable align with Ministry's mandate, and the funds are delivered as per the purpose of the grants.
Provide advice and guidance to divisional staff and service providers on policies, process and procedures related to procurement, contract, and grant.
Support the divisional staff throughout the entire procurement cycle to ensure the procurement processes is in alignment with GOA Procurement Accountability Framework and Ministry policy.
Planning
Review Act, regulation, policies, and current practices to recommend improvements to increase the effectiveness and efficiency of program delivery.
Contribute to the development and improvement of templates, financial forms, guides, tools, and policy documents.
Develop and maintain on information tracking / database for timely, accurate and relevant contract and grant reporting.

University graduation in a related field such as Bachelor of Business Administration, or Social Sciences plus 4 years progressively responsible related experience; All positions are required to have general knowledge of all Children's Services legislation and regulations).
- Demonstrate strong working knowledge of legislation, trade agreements, directives and policies that govern contracting and procurement.
- Demonstrate working knowledge of procurement, contract, and grant management practices including solicitation methods, monitoring, evaluation techniques, outcome measurements and risk management practices.
- Demonstrate knowledge of social services delivery models and ability to work across and between programs and ministries.

- Demonstrates knowledge of the client tracking system, report capability, and data integrity requirements.
- Demonstrate knowledge of computer information systems, software applicable to word processing and spreadsheets, information management, data quality principles, best practices, and processes.
- Demonstrate a working knowledge of service delivery standards, including early learning and child care licensing requirements.
- Maintain a working knowledge of industry standards to support effective monitoring and evaluation and to inform discussions with contractors and program personnel.

Ability to perform financial analysis related to planning/analysis for the purposes of grant budgeting and forecasting.
This is a permanent full-time position for 36.25 hours per week.
