Personal Financial Planner (Full-time Permanent Job)

Strategic Financial Consultant - RES007289 Employment Type : Permanent Full-time Location(s) : SK-Rgna-Regina Ministry : 032 Health Salary Range : $41.174-$51.598 Hourly Grade : SGEU.12. The Ministry of Health, Medical Services Branch is seeking a self-motivated, service-oriented individual to provide financial, strategic policy, and program support to the Non-Fee-For-Service Unit.

Reporting to the Director of the Non-Fee-For-Service Unit, this position will be responsible for developing and presenting annual budget and monthly forecast submissions, long-range financial plans, multi-year financial planning models, tracking of high-volume payments and agreements, and unit budget proposals that align with Ministry of Health's goals and objectives. This position will also be responsible for providing operational program and policy support within the Non-Fee-For-Service unit.

Collaborating with the Ministry of Health stakeholders, the position will conceptualize strategic policy and financial delivery solutions that align with and enable transformational change within the health system. Through exceptional communication skills our candidate of choice will maintain effective working relationships with a range of stakeholders to effectively, efficiently and consistently achieve results. The ideal candidate will demonstrate superior financial planning skills along with a demonstrated aptitude for strategic policy development, and an ability to distil complex issues and anticipate emerging issues and scenarios. This position is demanding and requires multi-tasking skills. Our candidate of choice must have the ability to convey confidence and control in difficult multi-party negotiations and settings.

You will monitor program trends, collect, interpret and analyze data and provide advice to senior management to inform Branch decision-making and strategic policy. As well, you will provide advice to senior management concerning the application of Ministry policies, legislative requirements, and performance management practices.

The ideal candidate will have outstanding organizational, interpersonal and communications skills, extensive knowledge of government financial planning and strategic policy experience at a senior working level. The ability to think analytically and creatively to support the Ministry of Health's vision is essential.

Typically, knowledge for this position is gained through the successful completion of a post-graduate degree in public/business/health administration, Economics and/or related field combined with several years of experience in a comparable field.

You will have knowledge of:

health delivery systems, policies and issues at the provincial, national and international level including relationships of government/non-government agencies at different levels and their respective responsibilities in the delivery and financing of health services;

strategic planning, public policy development and related decision-making processes in government;

government budget, financial and accounting reporting processes, policies and practices including performance management, evaluation and accountability requirements;

descriptive statistics to analyze statistical data and prepare projections, research and evaluation techniques/methodologies and modelling, as well as proven ability to apply this expertise to very specific situations;

knowledge of inter-relationships of and issues affecting health professionals and their representative associations, regulatory bodies, the health education system and the Saskatchewan Health Authority;

computer spreadsheets, word processing and database applications including Excel, Word, Outlook and PowerPoint.
