Main Purpose & Function Under the guidance and direction of the Senior Transportation Safety Engineer, the Traffic Safety Engineer represents the Traffic and Data Management (TDM) Branch by providing advice/recommendations related to safety improvements, assessing, and prioritizing new pedestrian crossing treatments, supporting the school travel planning program and coordinating at-grade rail crossing safety studies. This position is required to direct safety investigation studies, provide infrastructure recommendations to address safety hotspots, implement safety countermeasures and evaluate their effectiveness. This position connects with stakeholders such as VPD, ICBC and Health to plan and monitor the safety program.
The position reports to the Senior Traffic Safety Engineer, CEII in the Traffic & Data Management Branch and supervises the work of an Engineering Assistant III and II within the Branch. Works with staff in other Transportation branches, Streets and Electrical Design branch, Traffic and Electrical Operations branch, among others. Key external contacts include residents, businesses, transportation railway companies, partner agencies including Transport Canada, ICBC, VPD and Health.
30% Road Safety
Reviews ICBC, VPD and hospital or other data to assess collision hotspots and develop potential safety countermeasures.
Implements safety countermeasures. Including coordination of sign plans/geometrics and construction of upgrades
Evaluates and monitor performance of safety countermeasures installed.
Develops pilot projects for emerging safety tools, assess effectiveness and potential for use within a standard toolkit.
Coordinates with other branches to provide data and advice on potential safety measures in their areas.
Coordinates with VPD, ICBC, Health partners and other outside agencies on safety related issues and develops expertise/knowledge of emerging policies and practices to improve safety.
Reviews community plans, parklet, public bike share stations, plazas, on-street mural designs, among others.
30% Rail
Coordinating and undertaking railway grade crossing safety studies and improving existing deficiencies through installation of signage and paint markings.
Consults with Transportation branches, Streets and Electrical Design branch, the business community, and external stakeholders to identify solutions and make recommendations to the Senior Traffic Safety Engineer for curbside regulations, paint markings, pedestrian, and cyclist facilities in proximity to railways.
Researches best practices for development and implementation of upgrades to existing rail crossings.
Responsible for managing the capital program for at grade rail crossings, including administering project accounts and identifying financial risks.
Communicates with the public, businesses, rail authorities and Transport Canada.
Acts as TDM's representative for discussions on safety and/or at-grade rail crossing improvements.
Supervises highly technical design staff, including work planning, performance planning and review, attendance management and hiring as required.
Communicate directly with the public and resolve cases developed by the City's 3-1-1 call centre.
Liaises with internal and external partners and agencies to coordinate safety improvement projects (including TransLink, ICBC, Transport Canada, rail authorities, among others).
Develops Supply Chain Management documents such as Statements of Work and RFQ's.
Bachelor's Degree in Civil Engineering with a Professional Engineer designation and a minimum of 4 years of experience preferably with a focus in Transportation, specialized in road safety, rail and/or transportation operations, or an equivalent combination of education, training and experience.
Considerable experience in project or program management and transportation engineering.
Considerable knowledge and background using design guidelines such as the Manual of Uniform Traffic Control Devices.
Sound knowledge of current transportation engineering design principles and methods.
Working knowledge of the City's street system, transportation policies and regulations, the Street and Traffic Bylaw, the Manual of Uniform Traffic Control Devices, TAC Geometric Design Guide for Canadian Roads, Transport Canada Grade Crossing Regulations and Standards
Sound knowledge of safety evaluation methods and procedures
Strong knowledge and experience using Word, Excel and Power Point
Ability working with GIS tools such as ArcGIS to develop maps to visualize, summarize, compare, and interpret data
Drafting skills, including proven experience in using AutoCAD would be an asset
Ability to read and interpret complex engineering plans and specifications
Ability to build and maintain effective relationships with co-workers, stakeholders and external transportation partners Supervisory skills in motivating, assigning and coaching employees, prioritizing projects and working under tight timelines.
Ability to prepare technical presentations and reports on complex design issues.
Strong written/verbal communication skills and ability to speak and present in public
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
