Manitoba Business, Mining, Trade and Job Creation is seeking to fill two (2) full time regular Regional Manager positions. The Regional Manager is responsible for the provision of employment and training services and programs to increase the employability of persons receiving Employment Insurance or Income Assistance, and other Manitobans living in the Western Region. The position provides leadership to a staff of 22 individuals and expertise in the area of program management, financial administration, staff supervision and development, information exchange; and community, government, employer and public relations. The incumbent manages the Service Centres within the Region with a program budget of approximately $3M and an operating budget of approximately $188,300.
The Regional Manager is responsible for the delivery of labour market development programs and services to approximately 5,000 clients from diverse cultural, social-economic and geographic regions with varied community and economic development needs. This position is expected to develop and support sound decisions for these labour market strategies, which will reflect the priorities of the government and the department. The Regional Manager achieves this by organizing community meetings and through the formation of partnerships with local governments, Indigenous groups, federal and provincial departments, educational authorities, non-profit organizations, regional organizations, industrial sectors, employers and the public.
Post-secondary degree, diploma or certificate in the field of Social Sciences, Education, or a related field; and considerable related work experience. Extensive experience in organizational management, including strategic planning.
Extensive experience providing leadership and supervision to staff
Experience managing client services to ensure that service standards are established and maintained
Experience working with Indigenous communities on training and employment initiatives.
Experience in financial planning, budgeting, forecasting and expenditure conflict
The ability to coordinate and manage the distribution and execution of assignments of staff.
Proficiency with the programs of Microsoft Office, including Word, Excel and Outlook
Demonstrated experience working with policies, programs and initiatives related to adult training and employment in the Manitoba labour market

Ability to communicate in French both verbally and in writing

Must provide and maintain a satisfactory Criminal Record Check
Must have a valid Manitoba Class 5 drivers license
Must be able to travel within the province as required
