Manager, Finance Planning & Analysis

Reporting to the CEO, the Director of Finance is responsible for the overall financial stewardship, operational efficiency, and risk management of GMSC. As a key member of the Leadership Team, the Director of Finance provides strategic financial leadership, ensures sound fiscal planning, and supports informed decision-making across the organization. The role also leads the development of financial systems and processes that enhance transparency, accountability, and organizational performance.
Financial Leadership: Advise the CEO and Board on financial strategy and ensure all practices meet legal and policy requirements;
- Budget Management: Lead the development and monitoring of operating and capital budgets, multi-year forecasts, and cost-sharing plans under the Regional Service Delivery Act;
- Reporting and Compliance: Oversee financial reporting, including audited statements, annual report content, reserve fund management, and statutory submissions to the province and auditors;
- Manage cash flow, investments, reserve funds, procurement processes, internal controls, and financial risk;
- Process Improvement: Strengthen financial systems by implementing policies and controls that enhance efficiency and service delivery;
- Provide analysis and insights to the CEO, leadership team, and service managers, and maintain strong relationships with auditors, financial institutions, local governments, and provincial partners.
As an ideal candidate, you have strong financial analysis and modeling skills and can translate complex data into clear insights. You have deep knowledge of accounting principles and financial regulations, along with a proven ability to drive continuous improvement. You bring senior finance leadership experience with expertise in budgeting, forecasting, and strategic planning.
Senior finance leadership experience;
- Proven expertise in budgeting, forecasting, and strategic planning;
- Experience with public-sector or multi-service financial environments considered an asset.
