PURPOSE

The Policy Analyst supports the Gwichin Tribal Council (GTC) departments of Lands & Resources and Governance & Treaty Implementation through legislative and policy research strategic analysis and regulatory monitoring. This position plays a key role in advancing the GTCs priorities related to land management resource development governance and treaty rights within the Gwichin Settlement Region. The Policy Analyst will provide expert analysis and recommendations to guide leadership decision-making ensure alignment with Gwichin values and interests and support active participation in territorial and federal policy processes.

RESPONSIBILITIES

Conduct research and analysis on federal territorial and provincial legislation regulations and policy initiatives related to land use environmental stewardship and Indigenous governance.
Evaluate the impacts of external policies and decisions on Gwichin lands rights and interests and provide summaries or risk assessments to senior management.
Monitor and report on emerging trends in land and resource governance Indigenous rights and regulatory affairs that affect the Gwichin Settlement Region.
Prepare policy briefs discussion papers internal memos and recommendations to support strategic decision-making.
Draft position statements and lead notes for use in high-level discussions negotiations and consultations.
Collaborate with staff across the Lands & Resources and Governance & Treaty Implementation departments to ensure coordination of policy priorities and messaging.
Support the integration of Traditional Knowledge community values and Gwichin legal principles into policy development and program planning.
Assist in preparing materials and responses for legislative regulatory or policy consultations from federal territorial and other government entities.
Represent the GTC in meetings with governments regulatory agencies and Indigenous organizations to advocate for Gwichin priorities and rights.
Support strategic planning processes by identifying long-term policy goals and contributing to annual or multi-year work plans.
Maintain detailed records of engagement research and consultation outcomes.
Contribute to the preparation of reports presentations and briefing materials for internal and external use.
Perform other related duties as assigned.

QUALIFICATIONS

• post-secondary education in public policy Indigenous studies environmental law political science or a related discipline. A combination of education and relevant experience may be considered.
• 35 years of experience in policy analysis legislative review Indigenous governance or related fields.
• Knowledge of the Gwichin Comprehensive Land Claim Agreement (GCLCA) Indigenous rights and land/resource management in Northern or Indigenous contexts.
• Strong research and writing skills with the ability to communicate complex legal or policy issues to a range of audiences.
• Experience working with Indigenous governments or organizations and a demonstrated ability to incorporate community input and traditional knowledge into policy development.
• Familiarity with federal and territorial policy-making processes consultation protocols and environmental legislation.
• Excellent organizational and project management skills with attention to detail and ability to meet deadlines.
• Valid Class 5 Drivers License; willingness to travel to remote Gwichin communities as needed.
• Knowledge of or a willingness to learn about Gwichin culture language and governance systems.
