Victims Services, Community Safety and Well-Being Branch of the Ministry of Justice and Attorney General is seeking a skilled Program Manager to lead initiatives that support victims of crime. Based in Regina or Saskatoon and reporting to the Assistant Director of Victims Services, the successful candidate will provide leadership, guidance, and direct support to community-based and police-based victim services programs across Saskatchewan. Working in partnership with First Nations, service providers, justice system personnel, human service sector personnel, and representatives from federal, provincial and municipal governments, this role focuses on relationship building, contract management and operational support to strengthen local capacity and ensure victims receive coordinated, compassionate support.
Developing relationships and working closely with communities, program staff, agency boards, and criminal justice system stakeholders to develop and adapt programs and services to meet the needs of victims of crime and other vulnerable individuals;
Providing leadership and strategic planning to mobilization efforts at the community level through engagement with local officials, police, First Nations, service providers and other community leaders;
Providing expertise and support to agencies delivering critical programming for victims of crime and programming that improves community safety and well-being in a variety of areas;
Managing the Ministry’s relationships with community agencies offering victims services and other interpersonal violence and abuse programs. Providing leadership and initiative in developing open, collaborative working relationships with all communities, including Indigenous communities, police services, RCMP “F” Division, Public Prosecutions, other government ministries/divisions and other provincial and regional associations;
Interpreting data, policies and procedures to obtain cooperation, resolving conflicts and establishing supportive relationships;
Developing or encouraging the development of outcome measures that can be consistently applied across community safety and well-being partnerships;
Providing cover off management/oversight for Victim/Witness Services’ provision of court preparation and support services to victims/witnesses in Saskatchewan during their involvement in the criminal justice process. Service priority is focused on child and teen victims and witnesses, victims of sexual assault, and other vulnerable victims and witnesses. Victim/Witness Services management occurs in partnership with Public Prosecutions;
Collaborating with the Program & Training Analyst to assess and identify training needs and develop curriculum and deliver training on a variety of victim services and community safety and well-being issues; Negotiating and managing contracts, conducting procurement processes and maintaining accountability of financial and reporting requirements.
Community development and engagement, leadership and strategic planning with multi-stakeholder groups;
Consulting, collaborating and maintaining harmonious and productive working relationships with government and non-government agencies, communities, First Nations and stakeholders;
Accurately identifying relevant needs and issues, concerns and problems, options, and appropriately applying policies, agreements, contracts, acts and regulations;
Applying community development approaches to conduct community consultation, providing leadership on project and program design, and managing large and complex community-delivered programs;
Building support for and promoting community safety and well-being initiatives, and providing oversight of community safety and well-being frameworks; Developing and delivering training to community-based service providers, including multiple ministries, municipal police and the RCMP, as well as the community at large.
This is meaningful, people-centered work that supports victims of crime and strengthens the safety and well-being of communities across Saskatchewan. This position involves significant travel throughout the province, including northern Saskatchewan. A valid driver's license and the ability to travel multiple consecutive days are required.
Typically, the knowledge and skills required for this position would be acquired through a bachelor's degree in social sciences or an equivalent combination of directly related experience and training, combined with a demonstrated ability to work collaboratively in the community.
