Proposal Manager, Government

Were hiring a Proposal Manager to lead our proposal group and our business development and delivery functions. This role is central to shaping quality proposals guiding proposal strategy managing complex submissions and overseeing a pipeline of opportunities across government non-profit and corporate sectors. The Proposal Manager brings structure and leadership to the process ensuring every submission is competitive compelling and aligned with real-world outcomes.
Lead the full lifecycle of proposals and funding applications from opportunity research and strategic framing to drafting submission and post-submission follow-up
Manage timelines workflow and quality control for multiple concurrent proposals ensuring deadlines are met and standards upheld
Directly oversee the preparation of grant applications RFP responses and technical submissions ensuring clarity compliance and strategic alignment
Develop and maintain proposal infrastructure including templates organizational profiles and reusable content libraries
Collaborate with leadership project teams and subject-matter experts to capture insights data and outcomes that strengthen submissions
Monitor and analyze funding landscapes and procurement trends to identify high-value opportunities for Forward Creative and our clients
Provide coaching feedback and mentorship to staff supporting proposal development
Build and maintain strong relationships with procurement officials and government agencies
Able to distill complex or technical information into concise accessible and persuasive content.
Experienced in technical writing business development or public sector documentation.
Minimum 35 years of relevant experience in grant writing proposal development or technical communications.
Experience writing for nonprofits small businesses or government clients.
Strong research writing and editing skills with a focus on clarity accuracy and impact.
