This competition is designated for Indigenous people. Reporting to the Executive Director for Women and Gender Equity Manitoba, the Assistant Director is responsible for supporting the development of policies that promote the empowerment and protection of Indigenous women, girls, 2Spirit and gender-diverse people. This position also leads a team of policy analysts and operates in a high-profile environment with significant public exposure, requiring strong political acumen and knowledge of government structure and processes.
Coordinates, manages and implements research and analysis on policy matters related to Indigenous women, girls, 2Spirit and gender-diverse people and MMIWG2S+ strategic priorities. This includes writing research reports and summary documents, providing strategic advice, analyzing complex research and working cooperatively with other divisions and departments to coordinate policy responses.
Provides leadership and supervision of the work of the Indigenous Strategic Initiatives team, which may include PM3, PM2, PM1 and STEP Student positions. This includes assigning tasks, working together on special projects as assigned, providing support or feedback, and reviewing written materials.
In collaboration with the Executive Director, participates as a member of the Indigenous-Federal-Provincial-Territorial (IFPT) Roundtable on MMIWG2S+. The incumbent leads, coordinates or participates in senior officials’ meetings to support national events as needed, and develops briefing material for the Minister responsible for Women and Gender Equity to participate fully in national events.
Oversees the preparation of a variety of documentation for the Minister's review (as well as other senior leadership). This includes briefing notes, correspondence, memos, Treasury Board and Cabinet submissions, formal reports, and resource materials. The Assistant Director is also responsible for supervising the development of quality documents for decision making and communications.
Post-secondary education at the bachelor’s level or higher in the Social or Health Sciences, or a relevant specialized discipline. Extensive work experience in the fields of program evaluation, policy formulation and applied research
Knowledge of and experience with government processes and policies across one or more governance systems, including Indigenous governments and/or federal, provincial, territorial, or other governments
Experience in leading and managing complex projects while supervising a team of staff
Experience in the priniples and practices of project management, change management, and other strategic long-term planning systems
Excellent written communication skills, and an ability to provide succinct analysis to a range of audiences, sometimes within short timelines
Strong interpersonal skills with the ability to network, build and maintain positive working relationships with stakeholders across a range of organizations
Experience working with, or thorough knowledge of, Indigenous organizations and issues affecting Indigenous peoples
Experience working with and supporting families, survivors, and communities impacted by MMIWG2S+ are an asset
Indigenous language skills are an asset
French language skills are an asset
Must be able to provide and maintain a satisfactory Criminal Records Check with Vulnerable Sector Search
Must be able to provide and maintain a satisfactory Child Abuse Registry Check
Must be able to provide and maintain a satisfactory Adult Abuse Registry Check
Must be able to travel occasionally within province via air or ground travel
Must be able to work evenings, weekends and statutory holidays as required
Must have a Class 5F driver’s license with access to a personal vehicle
