Job Functions:

Reporting to the Manager of Communicable Diseases/Infection Control within the Bloodborne Diseases/Infection Prevention and Control (IPAC) team, this role provides expert advice, consultation, and leadership on IPAC issues and practices at Toronto Public Health (TPH). The position has a primary focus on infection control investigations in regulated healthcare clinical settings. The Infection Control Specialist also: 

• Provides expert consultation and technical guidance to TPH programs and staff on infection prevention and control (IPAC) practices to support the integration of evidence-based standards into clinical and operational compliance.
• Conducts research and analysis to develop evidence-informed reports, risk assessments, briefing notes, discussion papers, and policy recommendations on IPAC-related issues, including risk management, communication strategies, and emerging standards.
• Supports the development, implementation, and evaluation of IPAC-related programs, including policies and procedures aligned with current best practices and regulatory requirements.
• Ensures the integration and consistent application of IPAC principles within TPH policies, procedures, and operational activities.
• Conducts investigations of reported concerns and complaints related to infection prevention and control practices in community healthcare settings and provides recommendations for risk mitigation.
• Represents TPH at professional working groups and committees (e.g., IPAC–Greater Toronto Area) and facilitates the dissemination of relevant information to internal stakeholders.
• Establishes and maintains collaborative relationships with IPAC practitioners, healthcare partners, and other stakeholders to remain current on evolving trends, evidence, and best practices.
• Liaises with Public Health Ontario’s IPAC program and other relevant municipal and provincial partners, as appropriate.

Key Qualifications:

Your application must describe your qualifications as they relate to:

1. Master’s degree in public health or other related discipline or an approved equivalent combination a related baccalaureate degree and extensive work experience in a related field.
2. Certification in Infection Control (CIC), or a commitment to obtaining CIC within the first 24 months.
3. Considerable experience with writing, developing, and implementing policy, procedure, and guidance documents, including meeting facilitation and process mapping. 
4. Considerable experience in developing, planning and implementing adult training and/or education sessions. 
5. Experience applying infection prevention and control standards and guidelines, including relevant municipal, provincial, and federal legislation, Ontario Public Health Standards, and related protocols. Considerable knowledge in infection control (IPAC) and epidemiology principles as they relate to IPAC.
6. Possession of a valid Ontario Class "G" driver's License and access to a vehicle on a regular basis. 

You must also have:

1. Demonstrated knowledge of infection prevention and control (IPAC) standards, guidelines and best practices (e.g., OPHS, PIDAC, PHAC).
2. Membership in, and active participation with, IPAC–GTA is considered an asset.
3. Knowledge of, and ability to contribute to, continuous quality improvement initiatives related to IPAC.
4. Extensive knowledge of communicable diseases and prevention, including case, contact, and outbreak management, as well as epidemiological principles; knowledge of statistics is considered an asset.
5. Extensive knowledge of relevant legislation, including but not limited to the Health Protection and Promotion Act, the Occupational Health and Safety Act, and WHMIS.
6. Ability to work flexible hours, including overtime, shift work, evenings, and weekends, as required.
7. Strong organizational skills, with the ability to manage work using project management methodologies and exercise sound judgment and initiative.
8. Ability to manage multiple concurrent high-priority projects and meet tight timelines.
9. Ability to work both independently and collaboratively within a team environment.
10. Demonstrated ability to initiate, support, and model positive change.
11. Excellent writing skills, including the ability to prepare reports and briefing materials for senior management.
12. Highly developed verbal and written communication skills, with the ability to build and maintain effective relationships with a broad range of stakeholders, including community partners, technical experts, senior management, and elected officials.
13. Strong interpersonal, conflict management, de-escalation, problem-solving, and consultation skills.
14. Solid understanding of issues management principles and risk mitigation strategies.
15. Proficiency in standard business software, including word processing, presentation tools, spreadsheets, project management applications, and databases.
