About the Role
The Labour & Workforce Strategy Manager partners closely with the Plant Project Director, Construction Director, EPC contractors, and the Workforce Development & Labour Strategy Steering Committee to lead the development and execution planning of labour and workforce capability plans for the proposed LNG Canada Phase 2 expansion. The role provides leadership on all construction labour relations initiatives and issues.
The three key aspects to the role are:
- Own the LNG Canada Phase 2 Labour and Workforce Development Strategy
- Influence and align the selected EPC(M) contractors
- Manage key stakeholder interfaces, including unions and industry/trade associations
This position is contingent upon project funding, which is currently pending approval by the Joint Venture Participants.

You will use your expertise to:
- Develop and implement a comprehensive Labour and Workforce Development Strategy for the LNG Canada Phase 2 expansion project (LNG Plant and Pipeline scopes)
- Leverage lessons learned from the Phase 1 Project to identify improvement opportunities, and lead change initiatives to deliver a competitive and compelling outcome
- Facilitate implementation of the Labour and Workforce Development Strategy with selected EPC(M) contractors
- On behalf of the Project Directors, lead labour relations engagement with key stakeholders—including unions, contractors, First Nations, and industry/trade associations—to establish early alignment on priority risks and issues (e.g., A&D compliance, FTW)
- Enable alignment across all workforce development and labour relations interfaces (internal and external)
- Monitor labour supply and demand continuously, implementing targeted interventions to mitigate potential impacts to the project schedule
- Drive execution of the strategy to achieve project objectives without disruption from construction labour risks; identify early requirements for Temporary Foreign Workers and/or ICTs and, in collaboration with EPC(M) contractors, secure stakeholder support and approvals required for timely mobilisation
- Champion local and Indigenous workforce development with EPC(M) contractors, ensuring delivery of Project commitments related to prioritized hiring, training, and development
- Define, monitor, and enforce apprenticeship utilization, skills certification, and workforce development commitments across EPC(M) contractors in alignment with provincial requirements, funding obligations, and LNG Canada commitments
The Labour & Workforce Strategy Manager’s specific deliverables include:
- Develop and implement strategies to manage, mitigate, or eliminate construction labour-related risks
- Influence EPC(M) contractor plans to ensure effective management of labour-related risks in alignment with the LNG Canada Labour and Workforce Development Strategy
- Enable the development and execution of robust, project-specific labour agreements through EPC(M) contractors
- Define labour risk thresholds and initiate mitigation or escalation actions in collaboration with Project Leadership and LNG Canada Labour Relations
- Monitor, analyse, and interpret construction industry trends to inform labour supply outlooks and support strategy development for successful project execution
- Develop strategies to attract, develop, and retain construction labour by analysing multiple data sources, building labour availability forecasts across project scenarios, and advising stakeholders on availability risks and labour relations considerations
- Maintain an active stakeholder network and provide consultation on construction labour matters, including engagement with organized labour, contractors, and provincial and federal government entities
- Represent LNG Canada in government (Municipal, Provincial, Federal) and non-government policy and workforce development initiatives
- Establish and implement processes, tools, gate criteria, standards, procedures, and policies to proactively manage construction labour issues and associated risks
- Provide strategic advice on positioning LNG Canada as a project and employer of choice
- Execute contractor-facing labour strategies within the parameters established by LNG Canada Labour Relations
- Lead structured engagement with unions and industry bodies to build early alignment and familiarity with LNG Canada Phase 2 workforce requirements and execution approach, supporting labour availability, stability, and overall project readiness
To be successful, you will have:
- Extensive experience in major capital projects within the energy or heavy industrial sector, with a strong understanding of EPC/EPCM execution models and construction delivery environments
- Demonstrated leadership in developing and executing project labour strategies, including workforce planning, labour relations, and labour risk management at scale
- Deep expertise in construction labour relations, including engagement with unions, negotiation or oversight of project labour agreements, and navigating complex, multi-union environments
- Proven ability to influence and align EPC(M) contractors and external stakeholders in the absence of direct authority, driving adherence to owner-led labour and workforce strategies
- Strong understanding of labour market dynamics and workforce supply-demand forecasting, with the ability to translate insights into actionable strategies to protect project schedule and cost outcomes
- Experience engaging with government, regulatory bodies, and industry associations on labour, workforce development, and policy-related matters at municipal, provincial, and/or federal levels
- Track record of delivering Indigenous and local workforce commitments, including prioritized hiring, training, and apprenticeship utilization within large-scale projects
- Experience managing complex stakeholder environments, including contractors, unions, First Nations, community partners, and internal project leadership teams
- Strong commercial and project acumen, with the ability to identify labour-related risks, define mitigation strategies, and support overall project delivery objectives
- Highly developed communication, negotiation, and conflict resolution skills, with the ability to build alignment across diverse and sometimes competing stakeholder groups
- Ability to operate effectively in a fast-paced, evolving project environment, bringing structure, clarity, and direction to complex and ambiguous labour challenges
This role requires that you:
- Be legally entitled to work in Canada (i.e., by way of Canadian citizenship, permanent residency, or valid work permit)
- Are willing to comply with LNGC’s drug-free and harassment-free work environment and comply with all safety policies and procedures.
- Be located in the LNG Canada corporate office in Calgary, Alberta, with an in-person presence during core office hours for the Phase 2 Project (hybrid home/office work)
- Requires travel to engage key stakeholders and attend external events
