Transportation Project Officer

Job Responsibility:

Transportation Project Officer

The Project Officer is responsible for the planning and execution of department projects.

These projects, though not comparable in budget to a typical capital construction project have similar public engagement and interface, engineering design requirements and contractor management. These projects include, but are not limited to, drainage, gravel roads rehabilitation, asphalt repairs, concrete repairs, guard rail, and brushing.

KEY DUTIES AND RESPONSIBILITIES

Planning and Execution of Road Maintenance Projects (40%)

  • Ensures project delivery is achieved by being actively involved in all aspects of a project, exploring alternative and innovative project delivery methods, and utilizing internal talent and resources where possible.
  • Engages in the collection of field data and investigation for assigned projects. Prepares preliminary analysis to for project feasibility, such as cost, technical requirements, logistics, scope, and final recommendations.
  • Delivers projects in a cost effective, agile manner including use of field fit design solutions.
  • Plans, tenders, and executes projects in a single construction season.
  • Prepares information for project procurement including designs, specifications, schedule of quantities, scope, and specific project details.
  • Engages consulting services for facilitation of project support including survey, environmental, land acquisition, geotechnical and design.
  • Performs construction completion certificate and final acceptance certificate.
  • Oversees contractors in the performance of their duties and tasks ensuring that they are following proper safety procedures.

Project Monitoring, Reporting and Documentation Administration (40%)

  • Prepares project support documents including individual ownership plans (IOP), desktop wetland assessments, landowner and utility owner agreements for review.
  • Develops, reviews, monitors and updates project milestones and specifications associated with various contracts. Reports on project costs including change orders and confirming accuracy invoices.
  • Monitors quality assurance and quantity control requirements to ensure that scope outcomes and contract specifications are met.

Communication and Public Engagement (15%)

  • Ensures effective communication with all parties, including contractors, through regular meetings, correspondence, and appropriate reports.
  • Plans and participates in public engagement activities and responds to public stakeholder requests that relate to the project deliverables. Prepares and facilitates the delivery of project notification to the public.

Other Related Duties (5%)

  • Completes special projects as required.
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
  • Adheres to all of Sturgeon County's policies, bylaws, procedures, and processes, as well as aligns work to the Sturgeon County values.

KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE

Required:

  • Knowledge of road maintenance, road design, and drainage construction practices, including survey practices and principles.
  • Knowledge of drainage, gravel and paved road construction and maintenance practices.
  • Awareness of how a municipal government works.
  • A post-secondary diploma as a Civil Engineering Technologist.
  • A valid class 5 driver's license with an acceptable driver's abstract.
  • Ability to read, research, follow, and understand processes, procedures, and policies to perform work in accordance with expectations.
  • Ability to exercise and apply sound judgment, analyze and solve complex problems, take initiative, and make informed decisions.
  • Ability to prioritize and manage time effectively, working well and effectively under pressure while meeting deadlines, including strong project management and organizational skills and the ability to motivate others towards achieving a common goal.
  • Proven ability to reach agreement with others in an objective, logical and sensible manner.
  • The ability to work efficiently and effectively either independently or in a team environment.
  • Communication skills with the ability to communicate effectively in writing and verbally.
  • Strong work ethic and highly motivated with the ability to work in a fast-paced environment and respond to action requests and competing deadlines in a timely manner.
  • Proficiency with MS Office suite of products.
  • Ability to read and extract information from technical report, site plans and engineering drawings.
  • Ability to prepare field fit designs.
  • A minimum of three (3) years of relevant experience in drainage, gravel and paved road construction and maintenance, including on site field experience, with a focus on agile project delivery.
  • Experience preparing field fit designs.

Assets:

  • Designation as a Certified Engineering Technologist (C.E.T) is preferred.
  • Experience in the use of survey equipment and design software (e.g., AutoCAD, Softree) would be considered an asset.

WORKING ENVIRONMENT AND PHYSICAL EFFORTS

  • This position works primarily indoors, in an office or office-like environment, and will require visits to worksites within the County.
  • Targeted balance of time is expected to be 60% field and 40% office, with a focus on field presence throughout the active construction season.
  • The working environment is deadline driven and involves multitasking and managing priorities.
  • This position has limited physical requirements of an office or office-like environment, including standing, walking, bending, and reaching as needed.
  • Interruptions and distractions occur but are not expected to interfere with the ability to complete the work required within the office or office-like environment.
