Job Summary

Reporting to the Manager, Engineering Management Office (EMO), The Project Manager III serves as a strategic leader within the Engineering Management Office, driving the successful execution of complex and transformative projects that advance the priorities of Engineering Construction and Transportation Division. This role is accountable for leading projects of significant strategic importance, advancing service excellence, and driving organizational performance through the development, implementation, maintenance, and optimization of project / service delivery frameworks, processes, tools, templates, and best practices for linear infrastructure capital projects and road operations. The Project Manager III oversees the Project and Service Delivery Management Systems, ensuring their effectiveness, continuous improvement, and alignment with divisional objectives, while promoting consistent application across the organization. The position also provides oversight, and assurance of compliance with established project delivery processes, governance frameworks, and best practices to drive successful, efficient, and predictable project outcomes. The incumbent fosters cross-functional collaboration, strengthens project governance, and enables the consistent, efficient, and successful delivery of linear capital projects and road operations.

Duties & Responsibilities

• Lead, manage, and deliver complex, high-profile, and strategically significant projects and initiatives from concept through implementation, ensuring alignment with divisional objectives, approved scope, budget, schedule, risk, and quality requirements.
• Provide project leadership and expert advice to multidisciplinary teams, ensuring effective collaboration, stakeholder engagement, issue resolution, and achievement of project outcomes.
• Develop, implement, maintain, and continuously improve project and service delivery frameworks, methodologies, standards, processes, procedures, tools, templates, policies, and work instructions to support the consistent and efficient delivery of capital projects and operational programs.
• Serve as the business owner and administrator for Project and Service Delivery Management Systems, ensuring system effectiveness, data integrity, continuous enhancement, user adoption, and alignment with organizational objectives and industry best practices.
• Establish, maintain, monitor, and continuously improve project, program, and portfolio governance frameworks to ensure compliance with approved methodologies, standards, policies, procedures, and reporting requirements throughout the project lifecycle.
• Lead compliance monitoring, quality assurance reviews, audits, and performance assessments to verify consistent application of established project delivery processes, governance practices, and organizational standards across Engineering Construction and Road Operations.
• Review existing project delivery and operational practices, identify opportunities for improvement, and implement evidence-based solutions that enhance efficiency, effectiveness, accountability, and service outcomes while balancing the needs of diverse stakeholder groups.
• Lead and facilitate cross-divisional and cross-departmental continuous improvement initiatives, business transformation projects, and process re-engineering efforts that support operational excellence and organizational maturity.
• Establish, monitor, and continuously enhance project, program, and service delivery performance measurement frameworks, including key performance indicators (KPIs), dashboards, reporting processes, and performance monitoring systems.
• Analyze project, program, and operational performance data to identify trends, risks, opportunities, and corrective actions, and provide strategic recommendations to support continuous improvement and informed decision-making.
• Prepare and deliver timely, accurate, and meaningful reports, presentations, briefing materials, business cases, correspondence, and recommendations for Divisional and Departmental leadership, senior management, and Council as required.
• Conduct research, environmental scans, benchmarking studies, and best practice reviews to support strategic initiatives, process improvements, governance enhancements, and organizational decision-making.
• Build and maintain effective working relationships with internal departments, external agencies, consultants, contractors, regulatory authorities, and other stakeholders to support successful project and program delivery.
• Represent Engineering Construction and Road Operations on departmental, corporate, and inter-agency committees, working groups, projects, and change initiatives.
• Support strategic planning, risk management, resource planning, and portfolio prioritization activities to advance divisional and corporate objectives.
• Monitor emerging industry trends, legislation, regulations, technologies, standards, and best practices and recommend improvements to business processes, governance frameworks, and project delivery approaches.
• Perform other related duties and responsibilities as assigned.

Skills & Qualifications

• The ideal candidate will possess a university degree in Engineering (preferred), Business Administration, or a related discipline, supplemented by a Project Management Professional (PMP) designation. The successful candidate will have significant experience (minimum 5 years) leading complex projects, organizational change initiatives, and operational process improvement programs, preferably within a municipal, engineering, construction, or infrastructure environment.
• Demonstrated expertise in the application of project, program, and portfolio management principles, methodologies, governance frameworks, and change management practices is required. Extensive experience developing, implementing, maintaining, and improving project delivery processes, standards, tools, templates, and performance management systems is considered essential.
• The candidate will possess superior analytical, strategic thinking, problem-solving, planning, organizational, and decision-making skills, coupled with the ability to manage competing priorities in a dynamic environment. Exceptional interpersonal and relationship management skills are required, with a proven ability to collaborate effectively and build trusted partnerships with internal and external stakeholders, senior leadership, consultants, contractors, and regulatory agencies.
• Strong leadership capabilities are essential, including demonstrated experience leading cross-functional teams, influencing without direct authority, driving accountability, and fostering a culture of continuous improvement and operational excellence. Excellent communication, facilitation, presentation, negotiation, and conflict resolution skills are also required.
• Experience applying process management, continuous improvement, Lean, Six Sigma, or similar operational excellence methodologies is highly desirable. The successful candidate will have experience overseeing management systems and ensuring organizational compliance with established governance frameworks, policies, procedures, standards, and best practices.
• Familiarity with emerging technologies, data analytics, automation tools, artificial intelligence, and other innovative solutions, including the ability to evaluate their applicability and potential benefits to infrastructure project delivery, operational processes, service delivery management systems, and continuous improvement initiatives.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Visio, and project management software is required. Knowledge of planning, design, construction, commissioning, operation, and maintenance of transportation, road, water, and wastewater infrastructure, including industry best practices, emerging technologies, and evolving delivery methodologies, will be considered an asset.
• A commitment to continuous learning and the ability to remain current with evolving legislation, regulations, standards, technologies, and industry trends is required. An equivalent combination of education, professional credentials, and related experience may be considered.

• Travel will be required; incumbent must supply their own transportation.
