Salary Range: $125,000 - $140,000, commensurate on skills and experience, plus participation in HOOPP and Group Benefits.

Primary work location: Oshawa (Hybrid work environment); Staff may be requested to work out of other DCHC’s sites in Pickering, Whitby, Ajax, Oshawa South and Oshawa North (Airport Road) as required.

Position Overview

Durham Community Health Center (DCHC) is seeking an exceptional, self-driven leader to take on the role of Senior Director, Enterprise Performance, Evaluation and Strategic Initiatives. The role demands a leader who thrives in complexity, excels in driving enterprise-wide performance, and is relentless in the pursuit of excellence.

As a key member of the Executive Leadership Team, the Senior Director will be responsible for aligning enterprise performance, strategic initiatives, and quality improvement with DCHC’s long-term vision.

This role is a unique opportunity for an innovative leader to build high-impact frameworks for evaluation, decision support, special project execution and quality transformation. The right candidate will be a visionary, a doer and a collaborator; someone who can seamlessly transition between strategy and execution while fostering an organizational culture of continuous improvement and strategic excellence.

KEY RESPONSIBILITIES

As a member of the Executive Leadership Team and strategic advisor to the CEO, the Senior Director provides enterprise leadership across strategy execution, performance intelligence, transformation, risk, quality, accreditation, and organizational alignment.

1. Enterprise Strategy & Execution

· Translate DCHC’s strategic plan into clear annual priorities, business operating plans, performance measures, and funder accountabilities.

· Lead enterprise strategy execution and monitor progress against strategic commitments, ensuring alignment with organizational priorities and long-term strategic objectives.

· Ensure alignment between Board priorities, CEO direction, ELT accountabilities, resource management, and organizational initiatives execution.

2. Enterprise Performance & Intelligence

· Establish DCHC’s enterprise performance management framework.

· Develop integrated, real-time dashboards, scorecards, quality indicators, and performance reporting tools.

· Lead enterprise analytics, program evaluation, KPIs, outcome measurement, governance reporting, and data-informed decision-making.

· Provide the CEO and ELT with timely intelligence focusing on trends to support strategic decisions and performance improvement.

3. Strategic Initiatives & Transformation

· Lead CEO and ELT-sponsored strategic initiatives, complex enterprise projects, and transformational initiatives that improve service delivery and operational effectiveness.

· Establish clear governance framework, milestones, accountabilities, and measures for all organizational initiatives aligned to DCHC corporate balance scorecard.

4. Enterprise Risk, Quality & Organizational Excellence

· Lead the enterprise risk management strategy, including proactive risk identification, mitigation, monitoring, annual planning, and reporting.

· Lead DCHC’s enterprise Quality Improvement and accreditation strategy, including organization-wide QI frameworks, and compliance reporting.

· Integrate quality, risk, performance, evaluation, and continuous improvement into one enterprise framework.

· Strengthen organizational resilience, accountability, and readiness for emerging challenges.

5. CEO Advisory & Enterprise Alignment

· Serve as a strategic advisor to the Office of the CEO.

· Provide executive analysis, strategic options, decision support, and recommendations that enhance program and organizational effectiveness.

· Lead CEO Office strategic operating plans and priority tracking.

· Identify and resolve cross-portfolio dependencies, competing priorities, and organizational barriers that could impede enterprise execution.

· Champion One DCHC, One Strategy, One Enterprise.

Strategic Mandate

The Senior Director ensures DCHC has the clarity, intelligence, discipline, and execution capability to turn strategy into measurable organizational and community collective impact.

QUALIFICATIONS & EXPERIENCE

Education & Certifications

· Bachelor’s degree in healthcare administration, Business Administration, or a related field (master’s preferred)

· PMP, Lean Six Sigma, Change Management or a relevant performance excellence certification is an asset.

Experience & Skills

• 7-10 years of progressive senior leadership experience in enterprise performance, strategic execution, quality improvement, program evaluation, risk management, or transformation leadership.

• Proven success in leading high-impact initiatives, enterprise-wide projects, and complex change management efforts.

• Strong ability to analyze data, identify trends, and translate insights into strategic action.

• Deep understanding of Ontario’s healthcare transformation, integrated care models, and emerging policy trends.

• Exceptional leadership, stakeholder engagement, and executive communication skills.

• Demonstrated ability to lead in a collaborative, fast-moving, and high-accountability environment.
