Job Summary

Reporting to the Program Manager Capital Budget & Finance OR Manager Strategic Financial Planning, the Senior Budget Analyst is responsible for coordinating, supporting, and providing direction, analysis, and advice on the development and management of the Division’s operating budget, capital budget, capital planning, and capital delivery framework. The role leads the implementation, monitoring, analysis, and reporting of the multi-year capital program, including alignment with Council priorities, legislative requirements, and funding strategies.

Major Responsibilities

• Assists the Manager to manage all aspects of the Division’s operating budget, capital budget, including preparation of the 10-year capital plan, annual capital budget submission, and in-year variance monitoring.
• Provides expertise in operating budgeting, capital planning and monitoring, including financial analysis, cash flow forecasting, project costing, and lifecycle planning across capital programs.
• Supports the development and maintenance of operating and capital financing strategies, including the use of reserves, reserve funds, development charges, Section 37/42/45 funds, and other funding sources in accordance with applicable legislation and City policies.
• Develops, analyzes, and presents operating budgets, capital budgets and forecasts; identifies financial pressures, funding gaps, and risks, and recommends mitigating strategies.
• Supports and coordinates the analysis and reporting of operating program performance, capital project performance, including budget vs. actuals, commitments, cash flows, performance vs. service levels and project delivery updates.
• Prepares and reviews operating and capital financial reports, briefing notes, audit materials, and Council submissions, ensuring compliance with the Planning Act, financial policies, corporate operating and capital processes, and audit requirements; coordinates and responds to internal and external audit requests related to the operating and capital programs.
• Coordinates the financial review and monitoring of operating or capital-related grant and funding applications, ensuring alignment with program priorities, eligibility criteria, and submission requirements; tracks funding approvals, agreements, and reporting obligations.
• Monitors and maintains tracking of grant-funded operating programs and capital projects, including funding utilization, reporting deadlines, and compliance with provincial/federal program requirements.
• Collaborates with divisional staff, Corporate Financial Planning, Procurement, and Accounting Services to ensure operating programs and capital projects are aligned with procurement requirements, funding eligibility, financial controls, and legislative frameworks.
• Provides financial input related to procurement strategies in collaboration with PMMD.
• Conducts research and financial analysis on operating and capital funding models, reserve management, and long-term sustainability of capital infrastructure investments.
• Supports continuous improvement initiatives in operating budget development and monitoring, capital financial management, reporting tools, audit readiness, and processes.

Key Qualifications

1. Post-secondary education in Business Administration, Accounting, Finance, or a related discipline, or an equivalent combination of education and experience. A recognized accounting designation (e.g., CPA) is considered an asset.
2. Considerable experience in applying principles and best practices towards effective financial analysis and reporting, budget development, processes and control techniques within a large private or public sector organization related to operating budgets OR capital budgets and plans.
3. Considerable experience in period end closing, financial projections, reconciliation of accounts, and development of business cases related to operating OR capital budgeting.
4. Considerable experience using enterprise-wide computer-based and financial systems such as SAP, Public Budget Formulation (PBF), CAPTOR (capital budgeting system), Excel, and other Microsoft Office Applications (Access, Word, PowerPoint, Copilot).
5. Experience with procurement processes (operating OR capital) and financial oversight of operating programs and capital project delivery.
6. Strong knowledge of operating funding models, capital financing tools, including reserves, reserve funds and development charges.
7. Solid understanding of the financial planning, Planning Act, capital governance, and related legislative and policy frameworks.
8. Strong analytical and problem-solving skills, with the ability to interpret complex financial data and provide strategic advice.
9. Excellent communication and stakeholder management skills, with the ability to present complex capital financial information clearly and effectively.
10. Ability to manage assigned projects from inception to completion through effective leading, planning, developing, coordinating and implementing.
11. Ability to develop financial accounting policies based on operational needs, and consistent with the overall corporate accounting framework.
12. Ability to learn new technologies and current processes and to take initiative to enhance and redevelop existing practices.
13. Strong communication skills (written and verbal) and the ability to establish effective working relationships with all levels of staff and external clients.
14. Highly skilled in writing briefing notes, business cases, reports and preparing presentations.
15. Highly skilled in the discipline of extracting, organizing and analyzing large amounts of data from various databases and transforming into information for decision-making at the management level.
16. Highly developed organizational and time management skills, with the ability to manage multiple priorities in a fast-paced environment.
