Project Name: Establish Video Visitation and Effective Wi-fi in Correctional Facilities Implementation Projects.

Scope:

Project 1: Video Visitation – Implementation

The Correctional Services Division (CSD) within the Ministry of Public Safety and Emergency Services (PSES) is seeking an experienced Project Manager to support the in flight Video Visitation Service (VVS) Project. The VVS is currently operational only at the Edmonton Remand Centre (ERC), and the initiative is now entering its final and most critical phase, requiring sustained and specialized leadership to complete the remaining work. An incumbent Project Manager is in place, and this posting ensures continuity and uninterrupted delivery through project completion.

The VVS Project is a multi phased modernization effort that provides secure, reliable video visitation for individuals in custody. The current ERC deployment offers a user centric, Internet based solution that enables safe and efficient connections with family, friends, and professional visitors. Completing the final phase will support broader adoption across the province and deliver a more consistent, accessible, and resilient visitation experience.

The Project Manager will work closely with CSD leadership and SMEs, Technology & Innovation, and external vendors to guide the project through this final implementation stage, ensuring alignment with Government of Alberta standards, operational priorities, and public safety expectations.

Project 2: Correctional Facilities Implementation

The Correctional Services Division (CSD) within the Ministry of Public Safety and Emergency Services (PSES) is seeking an experienced Project Manager to support the in flight CSD WiFi Services Implementation Project. Deployments have been successfully completed in 8 of the 10 Alberta Correctional Facilities, with only the Calgary Correctional Centre (CCC) and Calgary Young Offender Centre (CYOC) remaining. An incumbent Project Manager is currently supporting the work, and this posting ensures leadership continuity through the final stage of implementation.

This project directly supports strengthening public safety systems, ensuring operational readiness, and enhancing secure service delivery across correctional and public safety environments. Completing the remaining two centres is essential to establishing a consistent, secure WiFi foundation that enables modern digital operations across CSD, Technology & Innovation, Alberta Health Services, and partner ministries.

The remaining work may require limited travel and active collaboration with frontline teams, vendors, and cross ministry stakeholders. The Project Manager will engage with CSD leadership and SMEs, Technology & Innovation, external vendors, and Ministry-partners, including Alberta Infrastructure, Mental Health and Addictions, and Alberta Health Services, to complete the final deployments and ensure alignment with Government of Alberta standards, operational priorities, and public safety expectations.

Duties:

• Responsible for coordinating and delivering IT projects from initiation through completion. This includes overseeing all project activities, establishing timelines, assigning tasks, and tracking progress to ensure objectives are met. Maintains effective working relationships with project teams, vendors, and cross‑departmental partners. Provides clear, timely progress updates and prepares status reports for senior management.
• Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
• Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries enterprise architecture.
• Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
• Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
• Manage multiple projects, project resources and project governance.
• Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
• Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win‑win solutions.
• Collaborate with business and IT leadership to develop a well‑defined project plan that clearly states the projects objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
• Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
• Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
• Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
• Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
• Develop, as required, related requirements documentation.
• In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
• Provide leadership and assistance to business and project teams that require change management and communication support.
• Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
