ACCOUNTABILITY STATEMENT:
The Operating Practices Officer is responsible for the design, delivery, administration, and continuous improvement of Canadian Rail Operating Rules (CROR), Transportation of Dangerous Goods (TDG), Security Awareness, Rail Safety, and related operating practices training programs across Ontario Northland's rail network. The incumbent ensures employees acquire and maintain the knowledge, skills, qualifications, and safe work practices required to operate in a federally regulated rail environment, while supporting regulatory compliance, workforce development, and continuous improvement initiatives.

MAJOR DUTIES/ RESPONSIBILITIES:
  • Implement effective adult-learning methodologies that support knowledge retention and employee success.
  • Maintain and continuously improve training materials to ensure alignment with current operating rules, Transport Canada regulations, company operating instructions, incident learnings, and industry best practices.
  • Deliver and administer initial and recurrent qualification training programs, examinations, assessments, and certifications in accordance with regulatory requirements.
  • Monitor employee qualification status, certification requirements, and recertification timelines to ensure compliance and prevent qualification lapses.
  • Review training results, mentoring evaluations, rule violation trends, and knowledge retention indicators to identify improvement opportunities and develop targeted training interventions.
  • Provide coaching, mentoring, remedial training, and performance support to employees and trainees to strengthen rule compliance and operational competency.
  • Support managers and supervisors in assessing operating rule knowledge, employee readiness, and compliance with qualification requirements.
  • Maintain accurate training, testing, qualification, and certification records within applicable learning management and training systems to support audit readiness and regulatory compliance.
  • Participate in regulatory, safety, and continuous improvement initiatives, including supporting the Rail Safety Management System (RSMS) committee as a subject matter expert.
  • Strong commitment to health and safety
REQUIREMENTS:
  • College diploma in adult education, training and development, or a related field.
  • Formal adult-learning or instructional design certification is considered an asset.
  • Must possess and maintain valid Canadian Rail Operating Rules (CROR) and Transportation of Dangerous Goods (TDG) certifications.
  • Minimum five (5) years of experience in railway operations in a CROR-governed environment, such as Conductor, Locomotive Engineer, Rail Traffic Controller, or a related operational role.
  • Demonstrated experience delivering training, coaching, or mentoring in an operational or safety-critical environment.
  • Experience developing, adapting, and delivering curriculum via classroom, field, simulation, or e-learning delivery methods
  • Expert knowledge of Transport Canada regulations, the Railway Safety Act, Canadian Rail Operating Rules (CROR), company operating instructions, special instructions, and collective agreements.
  • Experience analyzing training, qualification, compliance, or performance data to identify trends and drive continuous improvement initiatives is considered an asset.
  • Proficiency with learning management systems (LMS) and Microsoft Office applications.
  • Demonstrated ability to assess employee competency, provide certification recommendations, and exercise sound judgment in a safety-sensitive environment.
  • Strong analytical, organizational, interpersonal, and relationship-building skills, with the ability to work effectively within a unionized, multi-location workforce.
  • Willingness and ability to travel extensively throughout Ontario Northland's service area and customer locations as required.
  • Valid class G driver’s license in good standing
