Under the direction of the Director, Infrastructure & Maintenance Operations, the Manager of Streets, Active Transportation (AT) and Sidewalks is responsible for the coordination and management of diverse cross-functional and multi professional teams tasked with the delivery of high quality and cost effective maintenance services for HRM streets, applicable active transportation infrastructure, roads and sidewalks within HRM. Utilizing effective people leadership and management skills, the Manager is responsible for ensuring the clients’ needs are met, and service standards are consistently achieved, or exceeded within financial and quality parameters. The Manager provides leadership to approximately 168 unionized and non-unionized individuals as seasonally driven and is responsible for overseeing a budget of up to $11,500,000. The Manager is also responsible to ensure demand and preventative maintenance standards are met for all streets, sidewalks, applicable Active Transportation infrastructure including asphalt patching, gravel road grading, road shouldering, guide rails, retaining walls, ditching/culverts, street flooding, sidewalk infrastructure repairs, curbs, catch basins, walkways, leaf pick up, graffiti removal, tactical applications as recommended by IMP and Strategic Transportation and overseeing the delivery of contracted work as required. This position is also responsible for district oversite of snow and ice control programs with a total HRM annual budget of $42M. Within the operational and strategic scope, the Manager is a lead during emergency and environmental events.
DUTIES AND RESPONSIBILITIES
- Provide technical expertise for operations and preventative maintenance services on HRM streets, roads, active transportation in right of way, and sidewalks infrastructure in a high quality, cost effective and client-driven manner.
- Ensure that employees work within a healthy and safe workplace and ensure compliance with all applicable codes and legislation.
- Provide professional expertise to other departments/divisions regarding development of capital projects and corporate initiatives.
- Set priorities on the delivery of services and ensure service standards are met.
- Assist Works Control in administrative business processes which support the efficient and effective use of CityWorks and SAP in operational practice.
- Assess work order request responsiveness and customer satisfaction.
- Ensure that all staff work in an effective and efficient manner, working within the guidelines set in Collective Agreements and per budget.
- In co-operation with Public Works Capital Projects staff, assist in identifying and prioritizing capital projects within the Streets, Roads, and Sidewalks Portfolio.
- Ensure that staff have the proper training and equipment, to be effective and efficient in the delivery of service. Support contract supervisory staff in the preparation of developing specifications for contract work.
- Ensure contractors work within a healthy and safe workplace and that contractors comply with all applicable codes and legislation.
- Provide effective leadership to private sector partners, contractors, and staff, to ensure optimum service levels; Review and evaluate contracts on a regular basis.
- Review and evaluate current operational practices and work methods to ensure service levels are met.
- Seek the input of customers to continuously refine service delivery and customer service.
- Promote the recognition of excellent work performance.
- In consultation with the Director of Infrastructure Maintenance & Operations, develop, prepare, and submit the annual budget and business plan; monitor and manage expenditure within the budget and update financial system monthly.
- Maximize the utilization of human resources by leading the development of a diverse and participative workforce.
- Ensure best operational practices within the context of diversity and inclusion.
- Lead improvements in the right of way from an accessibility perspective.
- Train and coach employees; design and implement team development strategies and performance management.
- Ensure effective hiring practices that select the most suitable candidate available for hire in compliance with the Collective Agreement as well as HRM standard practices.
- Contribute to improved employee relations by ensuring fair and equitable treatment of employees, in compliance with the Collective Agreement and cooperation with the union through consultation and joint initiatives.
- Ensure a safe workplace that contributes to maintaining the health of employees.
- Council Report, Briefings and Discussion Paper preparation and presentations.
- Perform critical leadership for adverse event planning and response including but not limited to: Snow and Ice; wind and rain; hurricane.
- May perform other related duties as assigned.
QUALIFICATIONS
Education & Experience
- A degree or diploma in a relevant field of experience, or a suitable combination of education and experience;
- A minimum of 5 years' experience in a streets, roads and sidewalks maintenance setting, within a municipal or institutional unionized environment is an asset;
- A minimum of 5 years' experience in a supervisory role
- Supervisory experience in road operations and a construction setting, preferably within a unionized environment is an asset;
- Demonstrated experience managing operations in a variety of environmental situations, i.e. flood, snow & ice, wind/hurricane;
- Incident Command experience an asset;
- A clear understanding and expertise in budget planning and monitoring, and
- Expertise and knowledge in a unionized environment.
Technical/Job Specific Knowledge and Abilities
- Clear understanding of Streets, Roads, AT networks and Sidewalks delivery service, including wide range of pro-active maintenance practices and best practice operation standards.
- Understanding of best practice snow & ice mitigation techniques.
- Understanding of use of meteorological forecasting to develop work plans and
- Operational plans to address environmental events.
- General knowledge of Integrated Mobility and Strategic Transportation Management concepts.
- Comprehensive Knowledge of occupational safety and environmental regulations and practices.
- Comprehensive knowledge of compliance regulations as pertain to work within the right of way and equipment operations.
- Knowledge of pertinent Collective Agreements within HRM, including CUPE and NSGEU.
- Working Knowledge of HRM relevant software, i.e: Microsoft Office packages, SAP, Microsoft Outlook, and CityWorks
- Ability to read technical specifications, plans and blueprints
- Ability to research, write and present complex Council Reports and Briefings

Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

HOURS OF WORK: Monday to Friday, 8:30am - 4:30pm; 35 hours per week. Work outside of these hours may be required.
SALARY: Non Union Level 9, $105,040 - $135,936. Salary will be commensurate with education and years of applicable experience.
