POSITION SUMMARY

CMHA is looking for a Human Resources Assistant. Reporting to the Human Resources Manager, the Human

Resources Assistant carries out a variety of duties providing administrative and operational support to the

Human Resources Department, by assisting with administrative tasks, recruitment, employee information

systems, payroll, and employee relations.

QUALIFICATIONS

Qualifications include university or college diploma in Human Resources Management, three years’ work

experience in Human Resources preferably in a unionized environment and experience working with an

electronic Employee Management System.

POSITION DETAILS

This is a permanent part time Excluded position. The hours of work are Monday to Thursday, 16 hours per week

averaging 4 hours per day. The rate of pay is $30.92 per hour. Successful candidate will start as soon as possible.

ORGANIZATION OVERVIEW

Providing services in the Cowichan Valley since 1992, Canadian Mental Health Association - Cowichan Valley

Branch (CMHA-CVB) is a registered charity and not-for-profit, independent society operating under a branch

division agreement with CMHA British Columbia and within the context of the nation-wide Strategic Plan of

the Canadian Mental Health Association.

As part of a national organization and an advocate of mental health for all, CMHA-CVB facilitates access to

resources people need to maintain and improve mental health and wellbeing, and to participate in community

integration, build resilience, and support recovery from mental illness and/or substance use and addiction.

CMHA-CVB operates Warmland House Emergency Shelter, Transitional Housing Services, Sobering and

Assessment Centre, Adult Outreach programs, Mischa Lelum Youth Emergency Shelter, a Youth Centre, Youth

Connect, BounceBack personal coaching, Family Capacity Program, Sexual Abuse Intervention Program (SAIP),

and a variety of other counselling/therapeutic programs for children, youth, and families.

CMHA-CVB also provides community education and advocacy aimed at the promotion of good mental health

and in support of individuals and families with mental health challenges.

POSITION SUMMARY

Reporting to the Manager, Human Resources, the incumbent is responsible for providing administrative and

operational support to the Human Resources department. The HR Assistant ensures smooth daily operations

by assisting with administrative tasks, recruitment, employee information systems, payroll, and employee

relations.

RESPONSIBILITIES

  • Assist staff and members of the public with internal and external HR-related inquiries or regarding

policies, procedures and benefits

  • Receive, complete, and distribute Staffing Request forms
  • Prepare both internal and external job postings and advertise job vacancies through the CMHA website,

online job boards, social media, campus recruitment, newspaper, job fair, etc.

  • Maintain the Careers page of the CMHA website
  • Collect and monitor required certifications, notify employees/management of expiry dates
  • Submit employee and volunteer applications for the Criminal Record Check Review as an authorized

contact for the program

  • Explain and interpret employment offer letters to all new hires and complete onboarding paperwork
  • Process and maintain paperwork/required forms for volunteers and practicum students
  • Orient new staff to CMHA
  • Develop and maintain HR filing system; process and maintain variety of records and documents
  • Create and maintain personnel files
  • Maintain accurate employee records and update the electronic Employee Management System
  • Develop and maintain a thorough knowledge of the Collective Agreements
  • Monitor the performance review cycle, including probationary and qualifying period reviews and notify

managers of upcoming reviews

  • Support Payroll processing and benefits administration for staff and management
  • Facilitate and complete termination/resignation paperwork
  • Maintain and suggest improvements to all human resources processes, policies, manuals/handbooks

and forms

  • Assist in training coordination, seminars, and HR projects
  • Promote employee recognition and retention by assisting in planning annual staff events, manage staff

recognition programs and offer employees perks and discounts

  • Other related duties that may be assigned from time to time

KNOWLEDGE, SKILLS, and ABILITIES:

  • Knowledge of applicable employment legislation including Employment Standards Act, BC Human

Rights Code, and the Labour Relations Act as well as related Privacy laws

  • Knowledge in the areas of recruitment and retention, Employee Management System (EMS), employee

relations, records management, payroll and benefits

  • Knowledge of cultural competency and anti-racist practices
  • Effective oral and written communication skills
  • Proven conflict management skills
  • Excellent organizational skills and strong attention to detail
  • Strong technology and computer skills in use of Microsoft Office, including Excel, Word, and PowerPoint
  • Ability to deal with HR issues with a high level of discretion and confidentiality
  • Ability to operate in a unionized environment
  • Ability to effectively and efficiently handle multiple tasks with deadlines
  • Ability to work independently and as part of a team
  • Commitment to establish and maintain positive working relationships with management and staff in all

situations

  • Understanding of and motivation to work in a non-profit environment

QUALIFICATIONS

  • University degree or college diploma in Human Resources Management
  • Working toward CHRP designation a strong asset
  • Three years of working experience in Human Resources, or an equivalent combination of education,

training, and experience

  • Experience working with an electronic Employee Management System
  • Experience working in a unionized environment
  • Successful Clearance of a Criminal Record Check for vulnerable sector.
