Learning and Development Analyst

As a Learning and Development Analyst, you will support the City Learning & Development (CLD) team in learning systems, learner enablement, research, metrics, analytics, and portfolio/program outcome measurement. You will examine internal processes to recommend and implement improvements and technology that support efficient service delivery and a positive learner experience. You will provide technical support for learning operations, applications, and systems, perform analysis and reporting, and support the successful delivery of learning and development programs. Primary duties include:

• Recommend and implement process improvements to streamline service delivery and document business processes.
• Develop process standards and create templates for learning pathways, communications and service level agreements.
• Evaluate learning operations and system processes, and recommend efficiencies.
• Participate in work groups to enhance learner experience, learning platform adoption and learning initiatives.
• Work closely with consultants, internal/external facilitators, vendors, and strategic partners to develop program goals and strategies that align with organizational objectives.
• Deliver information/overview sessions to employees and leaders for portfolios/programs
• Support optimization of learning technologies and Adaptive Learning Platform (ALP), including service delivery of logistics, learning pathways, and learning offerings.
• Conduct research, analyze program and operational data, and collaborate with CLD team to identify best practices, gaps, opportunities, and trends.
• Develop and maintain program documentation, procedures, enrollment summaries, compliance reports, and other program-related records.
• Monitor financial tracking, funding requirements, financial data analysis, and reporting.
• Support procurement and vendor management processes, including sourcing initiatives, contract documentation, purchase orders, and budget monitoring.
• Generate reports and present findings using data from various sources, including partner engagements, surveys, and other program metrics.
• Lead reporting functions in collaboration with CLD team using an organization based metrics approach to improve service delivery, learner experience, and outcomes.
• Provide technology support and recommendations, including learning platform issues, supporting end users, creating templates and tools, and leveraging Microsoft and AI enabled applications to enhance service delivery.

Qualifications

• A completed 2-year diploma in Business Administration, Data Analytics, Information Management, Human Resources, Education, or a related field and at least 5 years of experience, including data analytics, data visualization, research and report writing; OR
• A degree in Business Administration, Data Analytics, Information Management, Human Resources, Education, or a related field and at least 3 years of experience, including data analytics, data visualization, research and report writing.
• Intermediate proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint, OneNote).
• Experience in a learning and development environment with Cornerstone or a similar adaptive learning platform is an asset. Completion of required Cornerstone Core Systems and Cornerstone Learn certifications is required within three months of start date (training provided).
• Advanced proficiency in Microsoft Office Suite, Microsoft Co-Pilot, and technical knowledge of statistical software programs, business intelligence/analysis tools, and reporting systems will be considered assets.
• Strong project management and organizational skills, with the ability to manage multiple priorities.
• Success in this position requires the ability to work under general direction, take initiative and have well developed communication skills to synthesize information.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
