Position Summary
The Health Information Specialist is a key steward of the organization’s digital health ecosystem, responsible for ensuring that client information is captured, maintained, protected, and leveraged in ways that advance high‑quality mental health and addictions care. Operating within a community‑based environment, the role integrates system administration, privacy oversight, records management, user education, and continuous process improvement. The Specialist ensures that health information systems align with legislative requirements, organizational policies, data‑sharing agreements, and sector standards, while supporting staff in the effective and ethical use of digital tools. This position contributes directly to service excellence by optimizing documentation practices, strengthening data integrity, and enabling evidence‑informed decision‑making.
Minimum Qualifications & Experience
- Diploma or degree in Health Information Management, Health Informatics, Information Technology, or a related discipline.
- CHIM designation (or eligibility) through the Canadian Health Information Management Association (CHIMA) is an asset.
- Additional training in privacy, data governance, or digital health systems is considered an advantage.
- 1-3 years working with electronic health records or digital health systems in a healthcare, community mental health, or social services environment.
- 1-3 years experience in system administration, privacy management, or records management roles.
- Demonstrated experience delivering training, user support, or technical guidance to multidisciplinary teams.
- Experience participating in quality improvement or digital transformation initiatives is an asset.
- Comprehensive understanding of Ontario’s Personal Health Information Protection Act (PHIPA) and related privacy frameworks.
- Strong knowledge of health information management principles, documentation standards, and digital health workflows.
- Proficiency with electronic health record systems, data governance practices, and system configuration concepts.
- Advanced analytical and problem‑solving skills, with the ability to interpret complex information and identify actionable insights.
- Ability to balance competing priorities while maintaining accuracy, confidentiality, and service quality.
- Commitment to equity, trauma‑informed practice, and culturally safe service delivery.
- High degree of professionalism, discretion, and ethical judgment.
- Knowledge of data standards, metadata structures, and health information workflows.
- Understanding of interoperability, data‑sharing agreements, and reporting requirements across the mental health and addictions sector.
- Skill in conducting privacy audits, managing consent directives, and supporting compliance activities.
- Ability to translate technical concepts into accessible guidance for diverse user groups.
- Excellent written and verbal communication skills for training, documentation, and cross‑team collaboration.
- Ability to build strong working relationships with staff, leadership, and external partners.
- Skilled at navigating sensitive privacy and documentation issues with tact and clarity.
- Demonstrated ability to facilitate learning, support change adoption, and promote best practices.
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams, SharePoint).
- Experience using client management databases and digital tools for program administration.
- Familiarity with data tracking, program evaluation, and reporting systems.
- Satisfactory criminal record check required prior to hire.
