Public Sector RFP Specialist

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Public Sector RFP Specialist based in Canada. This role leads strategic proposal responses for complex public-sector opportunities across North America. You will own the response process from solicitation analysis and strategy through content development, stakeholder coordination, and final submission. The position combines proposal management, public-sector procurement knowledge, persuasive writing, project coordination, and cross-functional leadership. You will work closely with sales leaders, executives, subject matter experts, product, services, and other teams to develop accurate and compelling responses. Your work will directly influence how prospective public-sector customers evaluate solutions and capabilities. The role offers significant ownership, visibility, and the opportunity to improve proposal processes through technology, automation, and AI-enabled tools. Accountabilities: - Lead the review and analysis of RFx and solicitation documents, developing end-to-end response strategies that address customer requirements, evaluation criteria, and compliance obligations. - Develop compelling, customer-focused proposal content and integrated win themes that clearly communicate relevant strengths while addressing all solicitation requirements. - Own proposal schedules from initiation through submission, ensuring deliverables are tracked, prioritized, reviewed, and submitted on time and in the required format. - Lead proposal kickoff meetings, milestone reviews, status meetings, and follow-ups, maintaining clear timelines and accountability across all contributors. - Serve as the proposal lead across departments, coordinating input from subject matter experts, sales, product, services, and other stakeholders. - Identify and resolve content gaps, inconsistencies, and compliance issues before they reach the final submission.

- Write, edit, proofread, and tailor proposal content to ensure responses are clear, accurate, persuasive, and aligned with each customer’s needs. - Maintain and expand reusable proposal content, templates, and knowledge resources while ensuring materials remain relevant and appropriately customized. - Use proposal management platforms and AI-enabled tools to improve response efficiency, consistency, quality, and turnaround times. - Capture lessons learned from completed submissions and translate them into improvements to proposal processes, content strategy, and overall effectiveness. - Support increasingly complex and strategic public-sector pursuits, taking ownership of response quality, compliance, and submission execution. - Build a strong understanding of internal solutions, proposal workflows, approval processes, reusable content, and subject matter expertise to independently manage strategic opportunities. Requirements - At least 2 years of experience developing proposals in response to public-sector solicitations, preferably within technology or SaaS environments. - Strong understanding of public-sector procurement processes and the requirements involved in developing compliant solicitation responses. - Demonstrated experience leading high-value or strategic proposals in collaboration with executives, sales leaders, and subject matter experts. - Hands-on experience with Responsive or a comparable RFP and proposal management platform. - Strong project management and organizational skills, with the ability to manage multiple proposals, priorities, contributors, and deadlines simultaneously. - Excellent writing, editing, proofreading, and communication skills, with the ability to produce clear and persuasive content suitable for evaluation committees. - Strong document and version management skills, including the ability to organize proposal documents, templates, and content throughout extended response cycles.
