ABOUT THE ROLE:
Summary:
The Procurement Planning Manager (PPM) leads the coordination, analysis, and communication of economic opportunities arising from BC Hydro capital and operational projects within St’át’imc Territory. This position helps ensure that St’át’imc communities, members, and designated businesses benefit from employment, contracting, and economic development opportunities associated with BC Hydro's planned work.
- Analyze BC Hydro’s 3–5 year capital, operations, and maintenance plans to identify employment, contracting, and training opportunities.
- Break down complex capital projects into detailed scopes and work components to support business development and workforce planning.
- Identify and monitor emerging market opportunities for St’át’imc businesses.
- Monitor industry trends, procurement practices, and capital project developments relevant to BC Hydro.
2. Community & Business Engagement
- Build strong working relationships with St’át’imc communities to understand workforce skills, certifications, business capabilities, and economic priorities.
- Engage directly with St’át’imc-owned businesses to assess readiness, capacity gaps, and support needs.
- Maintain current inventories of workforce capabilities and business capacity across the St’át’imc Territory.
3. Business Development Support
- Support business development activities, including opportunity strategy development, networking, relationship-building, and stakeholder engagement.
- Collaborate with SGS, BC Hydro, and support networks to coordinate opportunity flow and access to relevant information.
- Track business relationships, opportunities, and outcomes using CRM tools (e.g., Salesforce).
4. Planning, Coordination & Communications
- Organize and prepare materials for Quarterly Capital Planning meetings between St’át’imc and BC Hydro.
- Develop communication tools and reporting formats to effectively share opportunity information with communities and members.
- Ensure information is clear, timely, accessible, and actionable.
5. Reporting & Documentation
- Produce monthly progress reports tracking measuring outcomes, including contracts awarded, members employed, training opportunities created.
- Prepare reports and briefings for the SGS Board of Directors and/or SCC.
- Document methodologies, work breakdown structures, outcomes, lessons learned, and opportunity-tracking processes.
ABOUT YOU:
- Degree or diploma in Business, Supply Chain Management, Procurement, Economic Development, or a related field.
- Professional designation in good standing such as SCMP, CPSM, CPLP, AScT, or equivalent is considered an asset.
- Minimum 3-5 years of management experience in strategic sourcing, procurement, purchasing, supply planning, business development, or a related field.
- Experience working with capital projects, operations and maintenance planning programs, or industrial/utility environments is preferred.
- Experience supporting business development, economic development, Indigenous procurement initiatives, or contractor engagement is an asset.
- Strong understanding of capital project life cycles from planning through commissioning.
- Knowledge of contracting, procurement, and subcontracting processes.
- Understanding of business management principles, financial controls, and performance measurement.
- Strong strategic planning and analytical skills with the ability to translate complex project information into actionable opportunities.
- Advanced project coordination, reporting, and stakeholder management skills.
- Strong workforce planning and resource management capabilities.
- Excellent communication, presentation, relationship-building, and negotiation skills.
- Proficiency with CRM and information management systems.
- Ability to identify both direct and indirect opportunities within large capital projects.
- Ability to assess business readiness and support capacity development initiatives.
- Ability to manage multiple priorities, projects, and stakeholder relationships simultaneously.
- Willingness and ability to travel extensively throughout St’át’imc Territory.
