CPHR Saskatchewan is the professional regulatory association for human resource practitioners and ensures the protection of public interest and confidence in the practice of its members. The association is the granting body of the Chartered Professional in Human Resources (CPHR) designation within the Province of Saskatchewan. CPHR Saskatchewan is governed by The Chartered Professionals in Human Resources Act , and by its' Board of Directors pursuant to its' Bylaws.

POSITION SUMMARY
Reporting to the CEO / Registrar, the Manager, Professional Standards, Regulatory Affairs and Operations is responsible for leading the administration of CPHR Saskatchewan’s professional standards, certification processes, regulatory compliance, governance support, and associated operational systems.
This role plays a critical leadership function in ensuring the integrity, credibility, and effective administration of the CPHR designation. It supports the organization’s regulatory responsibilities while ensuring that processes are consistent, defensible, member-focused, and operationally efficient.
The role acts as a trusted advisor to the CEO / Registrar and provides subject-matter expertise in professional standards, regulatory affairs, certification pathways, compliance processes, governance, and operational improvement. It also provides direct leadership to the Member Relations Coordinator.
This position requires someone who is highly organized, thoughtful, detail oriented, and comfortable working across policy, regulation, member service, governance, and operations. It requires sound judgment, discretion, and the ability to balance regulatory rigor with fairness, clarity, and practical service delivery.
MAJOR ACCOUNTABILITIES
Professional Standards and Certification
· Manage the administration of CPHR designation pathways, including Validation of Experience (VOE), coursework requirements, National Knowledge Exam (NKE) processes and waivers, and continuing professional development (CPD) compliance.
· Assess member eligibility for designation and certification requirements, ensuring alignment with national standards and policies.
· Support the development, documentation, and continuous improvement of certification and professional standards procedures.
· Support relationships with post‑secondary institutions related to accreditation, coursework recognition, and academic partnerships.
· Contribute to educational initiatives that promote understanding of the CPHR designation and regulatory expectations.
Regulatory Affairs, Compliance and Governance
· Support the CEO/Registrar in fulfilling statutory and regulatory responsibilities
· Provide operational support to Professional Conduct and Discipline Committees, including case coordination, documentation, and procedural compliance.
· Provide operational and procedural support to the Board of Directors and relevant committees in matters related to professional standards, certification, regulatory oversight, and statutory obligations.
· Prepare governance‑related materials, briefing notes, reports, and decision documentation for the Board and Board committees, ensuring accuracy, clarity, and compliance with bylaws, policies, and legislative requirements.
Operational Leadership and Systems
· Oversee and enhance operational workflows.
· Develop and maintain standard operating procedures, templates, and documentation.
· Collaborate with the CEO / Registrar on process improvements, risk management, and internal controls related to operations of CPHR Saskatchewan.
· Support data analysis and reporting related but not limited to, certification, compliance, and regulatory activity.
Leadership and Internal Collaboration
· Provide supervision, training, and coaching to staff reporting to this position.
· Participate in organizational planning and cross‑functional initiatives as a member of the management team.
· Escalate risk, compliance concerns, or policy issues to the CEO/Registrar as appropriate.
QUALIFICATIONS, SKILLS & EXPERIENCE
· Five or more years of experience.
· Post-secondary education in Business, Public Administration, Human Resources (or related discipline).
· CPHR designation or familiarity with professional designation frameworks is an asset.
· Experience working in a member-based organization or professional regulatory environment is an asset.
· Strong understanding of regulatory processes, fairness principles, and procedural integrity is an asset.
· Experience working with committees, boards, or regulatory decision‑making bodies is an asset.
· Proven leadership capabilities to engage staff in meeting organizational goals.
· Team-oriented and flexible with the ability to work under pressure.
· High attention to detail and strong analytical, problem-solving skills, and process-design skills.
· Excellent verbal and written communication skills.
· Proficiency in MS Office.

WORKING CONDITIONS
· Full-time, permanent position.
· Regular and flexible hours, Monday to Friday, in an office and remote working environment responsive to organizational needs.
· Able to work longer days, including evenings or weekends, to attend CPHR Saskatchewan events.
