BACKGROUND:
SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.
OVERVIEW:
Reporting to the Mental Health and Wellness Program Lead, the Mobile Harm Reduction Outreach Navigator will serve as part of a team to reach unhoused individuals in the City of Brandon by providing harm reduction supplies, sharing relevant harm reduction education, and providing referrals to additional services in support of their healing journeys. In prioritizing Indigenous strength-based, person-centered, and trauma-informed approaches to harm reduction, the Navigator will serve residents with compassion, dignity, and respect.
KEY RESPONSIBILITIES:
· Delivers mobile outreach to encampments and other areas within the city
· Procures and provides direct access to standard harm reduction supplies such as, but not limited to, nasal Narcan, safer consumption supplies, and safer sex supplies
· Shares information and education with residents about harm reduction approaches and resources within the community
· Refers residents to other health and social services to receive additional support; this may include connection to treatment options
· Offers support with respect, dignity and without judgement; meets people where they are at
· Facilitates education and promotes awareness on harm reduction as a set of practical strategies and ideas aimed at reducing stigma associated with problematic substance use / co-occurring disorders
· Works with others within the organization to support the development of educational and resource materials
· Builds connections and relationships to establish harm reduction networks, including people with lived experience, health leadership, and Knowledge Keepers
· Establishes partnerships with multiple stakeholders to develop, implement, and evaluate the progress of programming and process evaluations
· Advocates for improved access to services and works to reduce health disparities and associated outcomes for unhoused citizens in the areas of harm reduction, sexual health, and substance use treatment and recovery
· Assists in the collection of data and preparing program reporting, presentation materials, briefings, and statistics as required
· Assists in seeking out and applying for funding opportunities to expand harm reduction outreach; may assist with funding reports
EDUCATION AND QUALIFICATIONS:
· Degree or certificate in Social Work, Community Development, Indigenous Studies, Health Sciences, Public Administration or a related field
· Two years of experience in harm reduction, crisis response, or community health/social programs. A combination of education, experience, and lived experience will be considered
· Knowledge of trauma-informed care, harm reduction, concurrent disorders, anti-stigma practices, and Harm Reduction Foundational Principles
· Knowledge of harm reduction resources and community partners providing harm reduction services
· Experience working with Indigenous clients, organizations, or communities
· Understanding of social determinants of health, systemic inequities, and culturally responsive service delivery
· Excellent interpersonal, organizational, and conflict resolution skills
· Ability to balance strategic oversight with day-to-day operational demands
· Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
· Exceptional written and verbal communication skills
· High level of discretion, sound political judgment, and ability to work in a confidential and fast-paced environment
· Familiarity with Anishinaabe and Dakota cultures and languages is an asset
OTHER REQUIREMENTS:
· Current and satisfactory Criminal Record Check with Vulnerable Sector Search and current and clear Child and Adult Abuse Registry checks are requirements
· Must have a valid class 5 MB driver’s license as daily travel will be required
· If the employee is a member of a registered profession, they must be a member in good standing with their regulatory body
WAGE: $25.00/hour
HOURS OF WORK: 4 days on – 2 days off (6 day rotation); 4:00 PM – 10:00 PM
Average of 30 hours/week (part-time)
