As a Human Resources (HR) Data Analyst, you will join an evolving people analytics team as we build workforce intelligence practices for one of Canada's largest municipal governments. In this role, you will apply analysis, forecasting, and data storytelling to workforce questions that shape how The City understands, plans for, and invests in the people who deliver services to Calgarians. Working alongside analysts, consultants, and data strategists, you will provide evidence-based workforce insight that supports better decisions and outcomes. Primary duties include:

• Apply structured, hypothesis-driven reasoning to workforce questions and translate these workforce findings into meaningful insights. This requires applying a strong understanding of the employee lifecycle, including recruitment, retention, engagement, and workforce planning, to interpret data in its organizational context.
• Analyze workforce queries using a structured, evidence-based approach; define the problem, test assumptions, assess data quality, and develop clear, defensible conclusions.
• Translate workforce data into plain-language insights, reports, dashboards, and presentations that explain what the data shows, why it matters, and enable them to make evidence-based decisions.
• Partner with HR analytics consultants to clarify the assumptions or need behind a data request, scoping work appropriately before analysis begins and delivering meaningful insights, not just data, when the work is complete.
• Balance deep strategic analyses that reveal systemic workforce trends with rapid, just-in-time responses to emerging questions, maintaining analytical precision at both speeds.
• Design and maintain clear, intuitive dashboards and workforce reports that make patterns visible at a glance, giving leaders reliable, self-service access to the workforce intelligence they need.

Qualifications

• A degree in Business, Economics, Computer Science, or a related field and at least 4 years of experience in people analytics, HR analytics, or workforce analytics role, with evidence of progression from reporting to independent, insight-driven analysis. Formalized specialization in data analytics is preferred.
• A background in human resources, business, social sciences, or a related analytical discipline; or equivalent work experience demonstrating workforce knowledge, analytical judgment, and understanding of the employee lifecycle.
• Advanced proficiency in Microsoft Excel is required.
• Exceptional accuracy and hands-on experience with HR data systems, visualization tools, and data preparation practices.
• The ability to translate complex findings into plain language, build logical frameworks, test assumptions, and defend conclusions.
• Experience working in a public sector, municipal government, or large complex organizational environment, with an understanding of how workforce decisions are made and governed.
• Experience presenting complex analytical findings, fielding questions, defending methodology, and adapting the narrative to different audiences.
• Demonstrated ability to build decision-support dashboards and reports, work with enterprise HR platforms and workforce data structures, and handle sensitive workforce information with appropriate privacy judgment.
• Strong written communication, critical thinking, and problem-solving skills.
