Change Management Engineer (Civil Construction):

We are seeking a detail-oriented and diligent Change Management Engineer to support our civil construction projects by identifying and documenting changes arising from site conditions, client requirements, design revisions, and execution constraints.

In this role, you will be responsible for gathering supporting documentation, evaluating impacts on project scope, cost, and schedule, and preparing change analyses and documentation for review by senior change management personnel. The ideal candidate has a strong understanding of field operations, excellent technical writing skills, and sound judgment in a dynamic project environment.

Key Responsibilities:

Monitor construction activities and identify potential changes resulting from site conditions, site constraints, discrepancies in drawings, client directives, design clarifications, and evolving project scope.

Review drawings, specifications, contracts, Requests for Information (RFIs), site instructions, daily reports, schedules, and correspondence to determine the justification and status of potential changes.

Collect, organize, and maintain supporting documentation such as photographs, drawing markups, site reports, quantities, productivity data, inspection reports, and information provided by subcontractors.

Participate in assessing the impacts of changes on project scope, cost, schedule, resources, and risks.

Prepare change notices, variation summaries, entitlement analyses, and preliminary claims documentation for review by the senior change management team.

Collaborate with project managers, superintendents, engineers, planners, estimators, subcontractors, and commercial team members to validate facts and obtain required information.

Track change events in the appropriate registers and contribute to meeting submission and update deadlines.

Assist in preparing structured, accurate, traceable documentation that complies with contractual requirements.

Participate in site visits, progress meetings, and change-related discussions as required.

Quickly identify documentation gaps and recommend corrective actions to strengthen project records.

Required Qualifications:

Bachelor's degree or diploma in Civil Engineering, Construction Management, Engineering Technology, or a related field.

Experience in civil construction, field engineering, project coordination, contract administration, or support of change management and claims processes.

Strong understanding of construction drawings, specifications, contracts, and change management procedures.

Demonstrated ability to gather facts, organize documentation, and prepare clear and concise technical summaries.

Understanding of the impacts of changes on costs, schedules, productivity, and commercial outcomes.

Proficiency with Microsoft Office Suite, particularly Excel and Word; experience with project management or document control platforms is considered an asset.

Excellent communication, coordination, and problem-solving skills.

Ability to work independently both on site and in an office environment while managing multiple priorities simultaneously.

Valid driver's license.

Excellent written and verbal communication skills in French, along with a functional knowledge of English.

Membership in the Ordre des ingénieurs du Québec (OIQ) or eligibility for membership is considered an asset.

Experience applying the Québec Road and Bridge Construction Standards and Specifications (CCDG) on public road construction projects is an asset.

Ability to work on a semi-remote construction site under a two-week rotational schedule.

Preferred assets:

Experience in change management, claims preparation, or commercial administration within the construction industry.

Knowledge of civil infrastructure projects, earthworks, concrete works, utility installations, road construction, or industrial projects.

Ability to critically analyze site conditions and establish links between technical facts and contractual entitlements.

Exceptional attention to detail and a rigorous approach to record keeping and document quality.

Professionalism, teamwork, and the ability to work effectively with multidisciplinary teams.
