Responsibilities

PRIMARY PURPOSE

Provides construction experience reviewing activities at assigned construction sites, liaising technical advice with subject matter experts when needed for the implementation of construction projects and solves issues on site to support delivery of construction projects. The role will assess and verify that work undertaken meets design specifications, quality requirements, and applicable OH&S and environmental obligations, and is completed within the programmed project budgets and schedules. This role will have a significant portion of construction site presence reviewing work being completed on site as well as reporting on construction progress and issues.

KEY ACCOUNTABILITIES

Contribute to the development of construction project service plans and/or Statement of Works. Identify and provide recommendations on potential cost and schedule implications.

Conducts the review and acceptance of contractor submittals such as Quality plans, Safety plans, Inspections and Test Plans etc. with relevant internal stakeholders and subject matter experts. Review contractor submittals and plans to confirm adherence to TransLink standards, policies, and procedures and maintain accurate records of submittals.

Reviews and monitors contractor activities. Reviews and provides input on contractor's work plans, construction schedules, shop drawing schedule, as-built schedule, and resourcing. Resolves construction-related issues promptly and effectively, ensuring minimal project disruption.

Oversees and document on-site inspections, Quality Assurance Monitoring, and testing activities. Maintain accurate project records, including daily photographs, inspection reports. Conducts and documents contractor performance and progress.

Manages TransLink nominated subcontractors and other vendors and ensure coordination with Prime Contractor on site. Coordinates internal resources requests when required including TransLink's operating companies and internal departments within TransLink.

Reviews monthly reports on site progress including progress photos. Conducts and attend regular site meetings, monitor risks and issues, prepare and distribute minutes of meetings. Prepares detailed construction updates, including weekly and monthly summary reports for senior management.

Reviews and recommends monthly progress draw claims. Compiles and manages the Change Order Logs and RFI logs. Coordinate inputs from design consultant(s) in the review of RFI responses and site instructions, Change Order Log. Review and provide input on extra work requested by contractors

Monitor, coordinate and audit contractor deficiency list items and closeout documentation.

Coordinates construction interface tasks of the design consultant(s) as part of the occupancy certificate requirements including liaising with municipal inspectors, building code review agent or other authorities having jurisdiction. Supports commissioning activities and coordinates with internal teams to ensure a smooth transition to operations.

Participates in constructability reviews as required.

Coordinates interfaces on construction site with the public, other stakeholders, affected utility companies and other regulatory agencies.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this position would typically be acquired through a degree in engineering, project management or construction management, plus a minimum of six (6) years of progressive experience in construction site roles. A minimum of one (1) year of experience in a construction supervision role is considered an asset.

OTHER REQUIREMENTS

Solid knowledge of the principles, processes and protocols, concepts and practices of design principles related to civil, facilities or infrastructure projects including the application of principles related to requirements definition, permitting, quality control, testing and project management.

Solid understanding of design/construction drawings and interface between different objects and systems.

Solid construction experience in building infrastructure and/or maintenance facilities. Experience with MMCD contracts, CCDC contracts or equivalent is considered an asset.

Demonstrated track record of coordination within projects in varying phases of completion.

Solid knowledge of permits and approvals processes required by all authorities/stakeholders prior to and during work on civil construction sites.

Strong decision-making skills to make recommendations and resolve construction engineering and project-related issues, and to make recommendations on priorities.

Excellent interpersonal and communication skills to build trust by consulting and liaising with others and applying a team approach as needed to achieve solutions; and to review and deliver comments, procedures, reports and presentations

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay

Salary $89,600 - $134,400 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
