Work Status: Hybrid: Work from the office once a Month when there is a scheduled meeting, Work must be done within Alberta when working remotely

Work Location: 9820 106 ST NW, Edmonton, Alberta

Must Have: Education

• The proposed resource should have a degree/diploma in business or IT, or Certified Business Analysis Professional from the International Institute of Business Analysis. Please attach a copy of the degree/diploma to the resume

Must Have: Work Experience

• 3 years direct, hands-on experience performing business requirement analysis, solution architecture and design, and deployment related to data analysis, data analytics, data visualization, data science, data mining.
• 3 years direct, hands-on experience performing business requirement analysis related to data manipulation/transformation, cleansing and wrangling.
• 3 years direct hands-on experience designing, developing, and optimizing advanced Power BI solutions that transform regulated and complex datasets into actionable insights for policy, operations and executive reporting

Nice to Have: Work Experience

• 3 years demonstrated ability to lead initiatives, facilitate workshops, and communicate effectively with senior management and cross-functional stakeholders; includes planning, estimation, presenting data and AI solutions and standards, and risk assessments.
• 3 years demonstrated ability to work directly with senior leadership. Including Service Owners, Service Directors, Executive Directors, and Architecture Review Boards—actively shaping data platform strategy, validating solution direction, and aligning architectural decisions with organizational priorities and enterprise technology standards.
• 3 years experience assessing and documenting gaps in data governance frameworks, including policy, procedures, standards, and solutions through current-state analysis.
• 3 years experience gathering requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases or scenarios, business analysis, and business process modeling.

Working alongside existing programs and technical staff, the Data Analyst provides focused analytical capacity during the model design and build phases. This includes validating and testing core data models, canonical definitions, and Unified Business Object designs using real environmental monitoring and regulatory data to ensure the data foundation reflects how the business operates.

Responsibilities

A. Model Validation

• Test proposed canonical elements against actual datasets.
• Historical monitoring data
• Reporting templates
• Program specific datasets
• Surface edge cases early during design and build phases.

B. Semantic analysis at the core data layers

• Measurement comparability
• Unit normalization issues
• Data type and temporal consistency (e.g., sample dates vs reporting dates)
• Standardization is safe vs. standardization would break meaning
• Produce evidence-based recommendations to support the data architecture.

C. Analytical Prototyping in the Data Management Platform

• Aggregation behavior
• Trend stability
• Query feasibility at scale, especially for large, ambient monitoring datasets
• Can this model support cross program trend analysis?
• Does the chosen data model work at scale?

Working Hours/location

• Per worker model below this is a Hybrid role.
• Standard Hours of work are 8:15 to 4:30 with a 1 hr lunch break Alberta time, Monday through Friday excluding holidays observed by the province.
• Location: can look to accommodate office locations within Alberta
• This resource will primarily work remotely; however, the resource may be required to attend meetings or work sessions in office on reasonable notice from the Province. At the time of providing such notice, the Province will advise of the expected duration of any such meetings or work sessions. However, time to travel and any associated expenses to and from Edmonton and/or travel within Alberta will be at no cost to the Province.
