Senior Manager, Data, Research and HIFIS

Reporting to the Senior Director Strategy and Impact, the Senior Manager Data, Research and HIFIS provides strategic leadership for End Homelessness Winnipeg's Homeless Individuals and Families Information System (HIFIS), data governance, research, evaluation, and system performance measurement in alignment with EHW's Strategic Plan and Reaching Home priorities. The Senior Manager leads the collection, governance, analysis, interpretation, and reporting of data to strengthen system planning, improve housing and service outcomes, evaluate community impact, and support evidence-informed decision-making. The position oversees the HIFIS team and strategic use of HIFIS while promoting high-quality data, collaboration, and system accountability across Winnipeg's homelessness sector. 

Key Duties & Responsibilities

• Lead quantitative and qualitative research, evaluation, and system performance initiatives
• Oversee data collection, analysis, prepare reports, disseminate results and make recommendations
• Develop and submit research proposals including budgets for internal/external funding 
• Lead, supervise, coach, and support HIFIS, research and evaluation staff, manage volunteers and contractors
• Monitor research and evaluation project schedules, milestones, and budgets
• Co-Lead onboarding and capacity-building activities to support adoption and effective use of HIFIS by sector partners
• Develop performance indicators, dashboards, reports, and data products to support planning and decision-making
• Develop and maintain collaborative relationships with community organizations, funders, governments, Reaching Home, Housing, Infrastructure and Communities Canada (HICC), and other partners to support HIFIS implementation, data quality, and system improvement
• Plan, coordinate, facilitate, and participate in meetings, committees, and working groups that support community priorities, HIFIS governance, and system planning
• Oversee the administration, governance, and continuous improvement of HIFIS in collaboration with Reaching Home and HICC, ensuring compliance with national HIFIS standards, funding requirements, and community data governance practices
• Collaborate with EHW Communications to disseminate research findings, data, and system performance information through reports, presentations, digital communications, and other public-facing resources
• Represent EHW in local, provincial, and national networks, committees, and collaborative initiatives related to homelessness, HIFIS, and data management
• Ensure research, data collection, management, and reporting practices align with First Nations principles of Ownership, Control, Access, and Possession (OCAP®) and Métis and Inuit data governance principles
• A valid Manitoba driver’s license and access to a personal vehicle for transportation 

You are passionate about ending homelessness and have an in-depth understanding of homelessness and housing, as well as the needs of particularly vulnerable and over-represented populations and the issues affecting many homeless and low-income people. You also possess the following qualifications or an equivalent combination of education and related experience:

• As an Indigenous organization and given in recognition of the overrepresentation of Indigenous people among those experiencing houselessness, EHW is seeking Indigenous candidates and those demonstrating knowledge of and experience working with Indigenous peoples, communities, cultures, histories, and ways of knowing is required. This includes an understanding of the historical, structural, and ongoing impacts of colonization on Indigenous peoples and experiences of homelessness
• University degree or diploma in public administration, public policy, social sciences, Indigenous studies, urban planning, community development, information management, data analytics, statistics, health sciences or related discipline. demonstrated experience in research methods, statistics, program evaluation, data management, or information systems is strongly preferred. A graduate degree is considered an asset
• Experience leading policy, program, or project management initiatives. Project management training or certification is considered an asset
• Demonstrated experience leading, supervising, coaching, and evaluating staff
• Experience developing, monitoring, and administering budgets
• Extensive experience in research, program evaluation, database management, data quality, data analysis, performance measurement, monitoring, reporting, and translating complex technical information into meaningful insights for diverse audiences. Experience with HIFIS is considered a strong asset
• Experience leading strategic planning, policy development, organizational reporting, and evidence-informed decision-making
• Strong presentation, facilitation, and communication skills, including experience leading meetings, workshops, and discussions with diverse audiences
• Experience leading data governance initiatives and promoting data quality, privacy, information management, and data integrity across multiple organizations is considered an asset

This is a full-time, out of scope (non-unionized) permanent position.

Salary range: $76,587 to $94,192 depending on qualifications and experience.
