Purpose:
Worley is seeking a Director, Project Controls Nuclear in Toronto, Ontario. The Nuclear Project Controls Director is responsible for leading the project controls function across a portfolio of nuclear projects, ensuring the effective implementation of cost management, planning and scheduling, progress measurement, forecasting, reporting, risk management, and change management processes. This role provides leadership, mentorship, and technical oversight to project controls teams while partnering closely with project managers, engineering leaders, construction teams, clients, and senior stakeholders to enable successful project delivery.
The successful candidate will champion project controls best practices, drive consistency and governance, and ensure accurate, timely, and insightful reporting that supports project performance and strategic decision-making.
You will be part of a growing team that is embedded in the transformation of Ontario’s Nuclear fleet, working on critical projects, some of the most ambitious clean energy programs in the world. Why join Worley’s Nuclear team:
- The scale of impact — supporting cornerstone projects that power millions of homes with zero-emissions energy.
- The engineering culture — technically rigorous, quality-driven, and execution-focused.
- The people — high-performing, collaborative teams who care deeply about what they do.
- The opportunity to grow — not just personally, but to help shape the next generation of nuclear professionals.
If you’re looking for more than a job — if you want to help build the future of energy — we’re hiring across all disciplines. Come work where it matters.
Responsibilities:
Leadership & Functional Excellence
- Lead and develop a high-performing team of project controls professionals across a portfolio of nuclear projects.
- Establish project controls governance, standards, processes, and reporting frameworks aligned with Worley systems and procedures.
- Promote a culture of accountability, collaboration, continuous improvement, and operational excellence.
- Provide mentoring, coaching, and career development support to project controls personnel.
- Support recruitment, workforce planning, succession planning, and capability development initiatives within the project controls function.
- Drive the implementation and adoption of project controls systems, tools, and digital solutions.
Project Delivery & Controls Governance
- Provide oversight and guidance on all aspects of cost control, planning and scheduling, forecasting, earned value management, progress measurement, change management, and reporting.
- Ensure consistent application of project controls processes throughout all phases of project execution.
- Work closely with project managers and project directors to identify opportunities, risks, trends, and performance improvement actions.
- Review project performance metrics and key performance indicators, providing analysis and recommendations to project and business leadership.
- Ensure accurate and timely preparation of project, portfolio, and executive-level reporting.
- Support project start-up activities, including development of project controls plans, cost structures, baselines, and reporting requirements.
- Participate in project reviews, audits, and assurance activities to ensure compliance with client and corporate requirements.
- Oversee the management of project changes, ensuring impacts to cost, schedule, and resources are properly evaluated, documented, and approved.
Client & Commercial Support
- Build and maintain strong relationships with clients and key stakeholders throughout project execution.
- Support business development and proposal activities, including project controls strategies, execution planning, estimating support, schedules, staffing plans, and risk assessments.
- Collaborate with project teams and clients to achieve program objectives and delivery commitments.
- Provide project controls expertise in contract management, commercial reviews, claims support, and change order management.
- Support invoice validation, forecasting, cash flow management, and financial performance analysis.
Nuclear Project Delivery
- Support the successful delivery of major nuclear projects in highly regulated environments.
- Ensure project controls processes align with nuclear quality, safety, regulatory, and client requirements.
- Collaborate with engineering, procurement, construction, project management, and commissioning teams to achieve project objectives.
- Drive integrated cost and schedule performance across multidisciplinary EPCM project environments.
Health, Safety & Quality
- Demonstrate visible leadership in health, safety, security, and environmental performance.
- Ensure compliance with applicable health and safety regulations, policies, and procedures.
- Work within the provisions and guidelines of the Worley Quality Management System.
- Promote a strong culture of quality, risk management, and continuous improvement.
What you will bring:
Technical and Industry Experience:
- Extensive experience in project controls leadership within the engineering, consulting, EPCM, energy, infrastructure, or nuclear sectors.
- Proven experience leading cost control, project services, project controls, or project management teams on large, complex capital projects.
- Strong expertise in project cost management, forecasting, budgeting, earned value management, reporting, and change management.
- Experience supporting multidisciplinary engineering and construction projects through all phases of execution.
- Demonstrated experience managing project controls across large project portfolios.
- Strong commercial and financial acumen with the ability to translate project performance data into actionable business insights.
- Experience working directly with clients and senior leadership teams.
- Excellent communication, stakeholder management, leadership, and influencing skills.
- Advanced proficiency with project controls systems and reporting tools, including EcoSys and Primavera P6 preferred.
- Experience within the nuclear industry, including new build, refurbishment, life extension, SMR, or major nuclear infrastructure projects, is strongly preferred.
- EPCM project delivery experience is required.
- Position requires regular in-office attendance in Ontario.
- Minimum 15+ years of project controls experience, including leadership responsibilities on major capital projects.
