Technologist III

Job Responsibility:

Under the general direction of the Supervisor of Engineering Projects - Communication Systems, the Technologist III works with the Supervisor of Engineering Projects - Communication Systems and all other branch members at a professional level by performing, and providing technical and administrative assistance in, planning, designing, specifying, and evaluating communication systems, CCTV systems, alarm system, radio systems, etc., and related equipment.

As the Technologist III, you will:

• Responsible for the administration of contracts including preparation of specifications, requests for proposals, tenders, and awards; participating in the selection process; monitoring of the contractor/equipment performance; performing progress checks and approving progress payments; preparing final cost and performance reports; and inspection of field installations to verify correct installations and proper operation.
• Researches technologies, vendors and products by conducting field tests; collecting data from users, consultants, suppliers, internal stakeholders, or other cities; and analyzing all information and preparing reports and recommendations as to direction.
• Produces specifications for planned systems including creating system block diagrams and flow charts; preparing equipment lists and specifies communication requirements; discusses operational needs with clients to ensure systems comply; prepares or supervises preparation of drawings, manuals, and other records as required to document system designs and projects.
• Responsible for managing small to large projects; prepares cost estimates and schedules for materials and labour; directing installers and orders equipment for assigned projects; monitors progress against time and cost estimates; investigates field problems and recommends means to address; prepares drawings, manuals, and other records as required to document projects.
• Responsible for guiding other Technologists, Technicians, and Drafting staff by providing day to day direction to drafting staff; advising junior Technicians and Technologists on policies and procedures for contracts, proposals, etc.;
• Responsible for performing calibration and maintenance on hardware as assigned.
• Responsible for directly managing temporarily assigned staff on particular projects.

Your education and qualifications include:

• Diploma in Electronic Engineering Technology from a recognized Community College or related field. A combination of education, training and experience may be considered.

• Eligibility for Membership or Letter of Qualification for membership in CTTAM (Certified Technician & Technologist Association of Manitoba) or other Canadian Technologists Association as a Certified Engineering Technologist (C.E.T.)

• Experience working with Radio Frequency communication systems and related Electronics at the Technologist level.

• Experience working with radio communication systems, including some of the following: P25, DMR, LMR, (antennas, base stations, repeaters), radio hardware programming and maintenance (mobiles, portables, consoles).

• Planning, design, and programming of two-way radio site infrastructure equipment including programming of radio user gear (e.g. codeplugs, encryption, keyloaders) is an asset.

• A minimum of three years prior related work experience as a Technologist required relative to design and/or specification experience in radio telecommunications and electronics. Additional experience relative to CCTV, audio equipment, audio logging systems is an asset.

• Experience in Accounting or administrative organizational experience, particularly cost accounting is an asset.

• Demonstrated ability to express ideas clearly and concisely, both orally and in writing.

• Experience and practical application of critical path methods of Project Management is an asset.

• Demonstrated ability to balance multiple priorities.

• Knowledge of City procedures and acquisition policies

• IMPORTANT : Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Applicants submitting foreign credentials require an official academic assessment report issued by a recognized Canadian assessment service at application.

Conditions of employment:

• The successful candidate must maintain legal eligibility to work in Canada. If the successful candidate possesses a work permit, it is their responsibility to ensure the permit remains valid.
• Candidates must receive and maintain a Winnipeg Police Services Level 3 security clearance.
• Must possess or apply for and receive a Manitoba Electrician's license of at least an “M-V” class within two (2) years from start date.
• Must possess and maintain a valid Manitoba Class 5 Driver's License.
• Must be physically able to perform the duties of the position - including lifting up to 50 lbs; ability to crawl into small spaces and ability to work outdoors and at heights as necessary.
• Willing to take additional courses and/or training as required.
