The Pembina Institute is seeking a Senior Analyst to join our Sustainable Workforce team in a term position (maternity leave coverage) ending September 2027. This position may be based out of Vancouver, Edmonton, Calgary or Ottawa. You will join a dedicated team advancing Canada’s sustainable energy future, through research, analysis, writing, and policy advocacy. This role contributes to the development of sustainable workforce solutions that support workers in Canada’s evolving industrial landscape.Who we are

Meet the team
The Sustainable Workforce team at the Pembina Institute plays a critical role in engaging Canadian workers and communities in planning for good jobs and prosperity in an economy powered increasingly by new energy sources. This requires broad, systems-focused and holistic approaches. The team is responsible for solutions-based research that enables us to advocate for policies to bring workers into emerging industrial strategies including modern construction, battery and electric vehicle supply chains, renewable energy generation and utility system expansion.The opportunity
Reporting to the Director, Clean Growth, the Senior Analyst will provide research, strategic advice, qualitative and quantitative analysis, writing, government relations, fundraising, and policy advocacy support for the program. The role supports the development and advancement of policy work within the Sustainable Workforce team through evidence-based analysis and stakeholder engagement.Your key responsibilities
Research, analysis, and communication
- Lead projects from inception to completion by applying leadership, project management, budget management, and funder reporting skills to ensure alignment with organizational objectives and enhance the Pembina Institute’s reputation.
- Conduct policy and regulatory analysis, evaluating economic, environmental, and employment impacts of various policy options, and synthesize findings into accessible reports, briefing notes, and blog posts.
- Contribute to external engagement activities, including stakeholder consultations, workshops, working groups, and coalitions, supporting consistent program messaging.
Government and stakeholder relations
- Collaborate on government relations strategies with the Director, including planning, implementation, and advocacy to advance the Pembina Institute’s policy objectives.
- Build and maintain relationships across multiple government departments and levels, representing the Pembina Institute’s priorities to officials and stakeholders.
- Prepare and coordinate meetings by scheduling, setting agendas, and developing briefing materials and backgrounders.
- Cultivate relationships with diverse partners including ENGOs, First Nations, private sector representatives, and government bodies to build broad-based support.
Strategic planning
- Under the direction of the Director, contribute to strategic initiatives that support strong policy development aligned with program goals and regulatory outcomes.
- Participate in planning processes at both the organizational and program levels, including leading specific activity areas and setting strategic objectives.
Fundraising
- Collaborate on fundraising efforts, including developing grant proposals and supporting funding targets aligned with program objectives. Maintain and grow relationships within the funder community to support program sustainability and the advancement of program objectives
What we’re looking for
As a detail-oriented professional, you bring a strong understanding of Canadian workforce dynamics and an interest in climate and energy policy, supported by solid research and analytical skills. You have experience managing multiple priorities, with the ability to organize work, establish timelines and support delivery of projects. You are a clear communicator who can engage effectively with a range of stakeholders, including policy-makers and sector experts. You are comfortable working with both quantitative and qualitative data, and have strong proficiency in Excel to support analysis and decision-making. Your commitment to sustainability and social impact is reflected in your professional and/or volunteer experience.What you bring
- Undergraduate degree in sciences, business, economics, law, public policy, engineering, or a related field. Master's degree is considered a bonus.
- Minimum three years of relevant work experience in industry, government, or the not-for-profit sector (or equivalent combination of education and experience).
- Experience in energy and/or environmental policy work or advocacy is highly valued.
- Experience with media and external communications is an asset.
- Background in corporate sustainability, climate tech, or energy development is advantageous.
Compensation and benefits
The hiring range for the position is $75,250 to $85,750 annually based on a 37.5-hour work week , with a range maximum of $96,500. Within this range, individual pay is determined by factors including job-related skills, related experience, education and/or training, and internal equity.We know that to meet these ambitious goals, our people are the core . We also know that one size does not fit all, therefore we offer employees a flexible office and home schedule that allows individuals to find an optimal balance. Our employees receive a generous paid time-off package starting with four weeks of vacation, time to cover health and wellness, professional development and offices closed annually from December 25 to January 1. In addition, we offer RRSP matching, parenthood top-ups, extended health and dental benefits, and yearly development funds.
