Conditions of Employment:

• Must be legally entitled to work in Canada

• Must have a valid class 5.0 driver's licence.
• Must have an Undergraduate Degree in Civil Engineering (or equivalency recognized by Engineers Geoscientists Manitoba).
• Must be registered as a Professional Engineer with Engineers Geoscientists Manitoba.
• Must be able to occasionally travel to work sites within the province by air and/or ground transportation.
• Must be able to work occasional extended hours and/or weekends.
• Must be able to work in an outdoor rough terrain environment and be exposed to notable hazards as described in the OSHRM Safe Work Practices.

Qualifications: Essential:

• Experience in all aspects of Highway Planning, Design and Construction.
• Experience in Contract Administration and Dispute Resolution.
• Experience in financial management, budgeting, and forecasting.
• Experience with construction specifications, procedures and guidelines.
• Strong management and leadership skills with the ability to lead a diverse workgroup in an environment of change.
• Excellent verbal communication skills with the ability to effectively and courteously communicate with internal and external stakeholders throughout the Region, including making presentations to large and diverse audiences.
• Excellent written communication skills with the ability to prepare reports and documents.
• Experience with Human Resources Practices (I.e. training and development, labour relations, conflict resolution, etc.).
• Knowledge of Occupational, Safety, Health & Risk Management policies and procedures.

Duties: Reporting to the Director of Regional Highway Operations, the Senior Highway Construction Engineer is responsible for the delivery of the Regional Highway Infrastructure Capital Program and assigned portions of the Highway Preservation Program including planning, management and administration functions. The incumbent provides leadership and direction to several professional and technical staff in the delivery of highly technical road construction works. The position also forms part of the Regional Management Team, contributing to the overall planning, policy, and administrative decisions within the Region.
