Director Early Learning Program

Director of the Early Learning Program is responsible for overseeing the operations, quality improvement, onboarding, policy implementation, licensing readiness, and ongoing compliance of the Early Learning Centre.

The Program Manager supports the Early Learning Team Leads and staff to ensure the program operates in accordance with Adams Lake Indian Band policies and procedures, Child Care Licensing Regulation requirements, and operational standards outlined within the staff manual.

This position focuses on overall program oversight, operational consistency, staff onboarding, emergency preparedness, quality assurance, documentation systems, and ongoing monitoring processes. While Team Leads provide day-to-day floor supervision and direct staff support within the classrooms, the Program Manager is responsible for broader operational oversight, licensing readiness, policy implementation, and continuous quality improvement activities.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Performs all duties and responsibilities in accordance with Adams Lake Indian Band policies and procedures.
• Ensure all program safety measures and licensing standards are being met at all times.
• Oversees ongoing licensing readiness, operational compliance, and quality improvement activities.
• Coordinates onboarding and orientation for new staff, students, and volunteers.
• Ensures staff understand and implement the staff manual, operational procedures, emergency protocols, and behaviour guidance expectations.
• Coordinates regular staff meetings, emergency drills, and operational training activities.
• Supports Team Leads with staffing concerns, operational challenges, and implementation of program expectations.
• Maintains and monitors operational documentation including staff training records, emergency drill logs, incident documentation, onboarding records, and quality assurance activities.
• Coordinates ongoing review and refresh of policies, procedures, forms, logs, and operational practices.
• Assists with responding to licensing inspections, audits, investigations, and corrective action planning.
• Monitors completion of required certifications and training for staff.
• Works closely with Team Leads, program staff, volunteers, and student placements.
• Participates in establishing a positive social atmosphere and role models positive interactions, teamwork, and professional conduct.
• Supports continuous quality improvement and operational consistency across the Early Learning Centre.
• Other related duties as assigned.

QUALIFICATIONS, KNOWLEDGE AND SKILLS

• Valid and in good standing ECE license to practice in BC and Infant Toddler certification from BC
• High School Diploma and/or post-secondary education in Early Childhood Education, Human Services, Education, or related field.
• Experience working directly with children, families, and staff teams.
• Experience in program coordination, leadership, licensing compliance, or operational oversight preferred.
• Familiarity with the Community Care and Assisted Living Act, Child Care Licensing Regulation, and Aboriginal Head Start Program requirements.
• Computer skills, including the use of Microsoft Word, Excel, and Outlook.
• Strong organizational, leadership, and communication skills.
• Ability to support staff coaching, mentorship, and operational consistency.
• Knowledge of quality improvement, onboarding, emergency preparedness, and operational monitoring processes.
• Ability to work in a team setting with co-workers, families, leadership, and community partners.
• A strong personal interest and commitment to ALIB’s vision, mission, and values.
• Knowledge of and previous work experience with First Nations Communities and Indigenous Cultures is a definite asset.

SUPERVISORY RESPONSIBILITIES

Provides operational leadership and support to:

• Early Learning Team Lead – Infant/Toddler Program
• Early Learning Team Lead – Preschool Program
• Early Learning Program Cook

Supports Team Leads with:

• staff coaching and guidance,
• onboarding implementation,
• operational problem-solving,
• quality improvement activities,
• and maintaining licensing standards.

Oversees broader operational systems and licensing readiness while Team Leads provide direct day-to-day floor supervision and staff support.

PHYSICAL DEMANDS

Those normally associated with a typical office environment. Continuous visual concentration on computer/laptop and/or calculator. Working with families. Interaction with parents and the community.

WORKING CONDITIONS

Some work is performed in a typical office environment. Early childhood educational and recreation settings. Interaction with parents and members of the community. Occasionally stressful situations.
