The City of Prince Rupert is currently recruiting for up to two (2) full time Labourer IV’s to join our team in the Public Works Sector of the Operations Department. Reporting to Operations Management, the successful candidate will perform manual labour in all sections of Public Works. Included on the last page of this posting is an appendix of labouring duties. This position will require the applicant to be able to perform duties in adverse working conditions, have specialized skills and without direct supervision. The successful candidate will be responsible for the installation, maintenance and repair of all aspects of the water/wastewater infrastructure along with installing and maintain civil infrastructure including concrete, asphalt, and other duties as assigned. This position is attendance sensitive and is required to work overtime and weekend on call as operationally necessary. WHAT YOU’LL BRING
Required:
- Dogwood Diploma or GED;
- Must have a minimum of 5 years of recent and relevant experience (within the last 7 years) in the installation and construction of civil infrastructure namely asphalt, concrete and/or utilities. Experience working with relevant Trades (for example: Plumbers, Carpenters, Millwrights, Stonemasons and Pipefitters) may be considered;
- Familiar with all parts and tools required to perform the work. You will be required to score 70% or better on the test;
- Shall be capable of understanding, reporting verbally and by written report in English and accept and comprehend verbal instructions; and,
- At least one of the five requirements listed below, which all will be required within two years:
- Must have a minimum of 4,000 hours of recent and relevant work experience pertaining to installing and repairing water distribution systems or sanitary and storm sewer collection systems or similar civil infrastructure and/or other relevant experience, such as plumbing, pipefitting;
- Water Distribution Operator 1 EOCP certification;
- Wastewater Collection Operator 1 EOCP certification;
- Chlorine Handlers’ Certification;
- California State University at Sacramento (CSU) Wastewater Collection System Operation & Maintenance Volume 1 and CSU Water Distribution System Operation & Maintenance Volume 1 (these are home study correspondence courses).
Certifications Required (if not current, within 2 years):
- WHMIS Certification;
- Class 3 with Air Brake Endorsement Drivers Licence;
- Confined Space Certification;
- Traffic Control Certification will be required; and,
- Emergency First Aid Level 1.
Fitness Requirements:
- Must be able to perform heavy manual tasks for extended periods in all weather condition;
- Physical ability to frequently stand and walk throughout the day and climb in and out of ditches and trenches while attending job sites;
- Must be clean-shaven to enable a respirator to be worn as per WorkSafe BC Regulation, and to pass an annual full-face respirator fit test;
- This position is physically strenuous and demanding at times, which requires the employee to be in good physical condition; and,
- Heavy lifting, pulling and managing equipment/objects are part of the assigned tasks and must be able to handle weight up to 100 lbs and able to lift 40 lbs.
What you’ll do
- Able to follow safe work practices;
- Complete understanding of water/wastewater utility i.e. function of all parts and material from reservoirs to outfalls;
- Extensive knowledge of Public Works maintenance and construction practices, which includes the use of equipment, materials and methods used in maintenance, construction and repair activities of municipal works including, but not limited to, Utilities, Roads, Sanitation and Parks systems;
- Considerable skill, experience and understanding in the proper and safe operation of tools and equipment, such as but not limited to, mowers, tractors, pumps, hand tools, rakes, grinders, shovels, pick, broom, weed eaters, litter grasper, and gas, diesel, electric or air powered tools required to complete the assigned tasks;
- Good knowledge of the methods, practices, materials, tools and equipment used in concrete and asphalt finishing on roads, sidewalks, curbs and related maintenance and construction projects;
- Ability to understand and work from line and grade markers and instructions;
- Ability to perform labouring in and around vehicles, equipment and pedestrian traffic;
- Ability to work independently or in a team environment and accomplish tasks and assignments;
- Ability to deal tactfully, courteously and accurately with the Public and co-workers;
- Demonstrated thorough knowledge of the laws, rules and regulations, standards and specifications, including WorkSafe BC, Municipal bylaws and policies pertaining to the water and wastewater utilities.
- Demonstrated ability to work with minimal supervision is essential; and,
- Other duties as required.
OTHER INFORMATION THAT YOU SHOULD KNOW
- Schedule and hours of work: 8 hours per day between 5:00 am and 5:00 pm, Monday to Friday, with a ½ hour unpaid meal break. This position may be required to work a rotational work week schedule of Tuesday to Saturday when necessary. Notice of one (1) week will be given when the shift will change or when mutually agreeable with both parties.
- If you are not a local applicant, you must be prepared to relocate to Prince Rupert, BC before starting work. The City can assist financially with relocation costs;
- You must be legally entitled to work in Canada;
- Valid Class 5 BC Driver’s Licence and will be required to hold a Class 3 BC Driver’s Licence with Air Brake endorsement within 2 years; and,
- Will be required to obtain and hold an RCMP Criminal Record & Vulnerable Sector Check. The results of which will be reviewed by the City to ensure employment eligibility.

Wage Rate: $39.89 per hour; plus, applicable premiums per Collective Agreement
