Remedy Analyst

Halifax Regional Municipality is inviting applications for the temporary, full-time up to 18 months position of Remedy Analyst in the Community Standards & Compliance section of Community Safety.

Reporting to the Supervisor, Support Services, the Remedy Analyst is responsible for the coordination of remedy work on private property and HRM property to bring properties into compliance with orders issued by various HRM Business Units. This includes the preparation of the Order to Remedy, placing liens on properties, coordinating site meetings with contractors, awarding of contracts, processing invoices, billing property owners, liaising with financial services and case file management.

DUTIES AND RESPONSIBILITIES

• Prepare Orders to Remedy for private properties which are in violation of municipal by-laws or provincial legislation when requested by Compliance Officers. Maintain records of orders and ensure proper filing, including with the Coordinate with Compliance Officers and contractors to carry out remedies and demolitions of private property which are in violation of municipal by-laws or provincial legislation in an environmentally responsible manner. Tender contracts, conduct site visits, carry out inspections, and document all work completed by HRM and contractors.
• Coordinate and ensure timely processing of contractor quotations, purchase orders, and invoices for remedy work. Ensure compliance with contracts and standing offers.
• Place and remove liens on property tax accounts which are the subject of by-law compliance cases where costs may be incurred by HRM.
• Create invoices for work completed on private property where costs are incurred by HRM to remedy by-law or HRM Charter violations.
• Confirm the status of liens when requested from Finance for Tax Certificates.
• Respond to resident inquiries regarding active remedy cases.
• May perform other related duties as assigned.

QUALIFICATIONS

Education & Experience

• Two-year diploma in Law Enforcement, Business Administration, or a related field from a recognized educational institution
• University degree considered an asset
• Minimum three (3) years customer service experience
• Minimum three (3) years administrative or finance experience
• Minimum one year experience working in a government environment with a focus in by-law administration or enforcement
• Valid NS Driver’s License

Technical/Job Specific Knowledge and Abilities

• Working knowledge of Microsoft Office Suite and Adobe Acrobat.
• Ability to deal with confrontational clients and situations.
• Strong oral and written communications skills.
• Strong organizational skills.
• Knowledge of by-laws and Halifax Regional Municipality Charter
• Knowledge of Hansen and POSSE would be considered an asset.

WORK STATUS: Term, full-time (up to 18 months)

HOURS OF WORK: Monday to Friday, 8:30am - 4:30pm, 35 hours per week.

SALARY: $37.22 Hour as per NSGEU Local 222, in accordance with the NSGEU Collective Agreement.
