Job Responsibility:

Alberta Infrastructure designs, builds, manages and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that schools, hospitals and government facilities infrastructure meet the needs of Alberta's population. The Ministry also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Business Support Services (BSS) facilitates continuous process improvement and innovation within the branch through leadership of programs, business information systems, processes, and services essential to supporting asset life cycle management for over 10,000 Government of Alberta (GoA) holdings. These holdings are located throughout the province and valued in excess of $20 billion. They include structures (buildings, portables, and parking lots), space, and land for the Government of Alberta (GoA), supported stakeholders (health facilities, post-secondary institutions, schools, and social housing), non-government users (NGUs), not-for-profit organizations, agencies, boards, and commissions.

Role Responsibilities

The Director provides strategic leadership and direction for continual process improvement in relation to service delivery and information quality as the basis for the Alberta Infrastructure asset management framework.This position directs the development, implementation, and continual enhancement of policies, information, systems, processes, and other tools to facilitate the management of structure, space, and land assets essential to the effective delivery of programs and services by GoA departments, agencies, and boards.

The primary responsibilities of the Director, Business Support Services Unit are (but not limited to):

• Direct development of strategic plans, policies, models, and standards to establish the asset inventory and parking programs as “centres of expertise” within Alberta Infrastructure and the GoA.
• Lead development of business processes, requirements, and systems to integrate leading practices and strategies in business operations and ensure availability of high quality data for strategic asset planning and decision-making
• Serve as a project leader for business information system initiatives and projects, including providing strategic direction to ensure current and anticipated user and client requirements are determined in relation to managing asset inventory and parking information for the GoA.
• Provide leadership and guidance to BSS staff, senior client and user representatives, information technology representatives, and other stakeholders throughout planning, implementation, roll out, and operational phases of business information development
• Direct development and ongoing improvement of business support services processes and systems to support branch operations, including those associated with budget coordination, financial administration, action request coordination, and human resource administration and coordination.
• Direct BSS operations, including establishing priorities and plans, defining and clarifying roles and responsibilities, developing and monitoring targets and measures, developing appropriate response strategies, and overseeing planning and delivery of activities and projects.

Qualifications

Required:

• Bachelors degree in Business, Economics or a related field plus 6 years of experience.

Equivalency: Directly related education or experience considered based on:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

• Strategic and systems thinking skills to develop and encourage commitment to new approaches; work within a broadly defined conceptual framework; and manage multiple complex issues while delivering results
• Consultation, negotiation, and conflict resolution skills to work effectively with stakeholders, clients, and senior Ministry
• Financial management and reporting skills.
