About PVSC

Property Valuation Services Corporation (PVSC) is an independent, not-for-profit organization that provides property assessment services and information to Nova Scotia municipalities and property owners.

We employ approximately 135 people who live and work in over 60 communities across the province.

Local governments use our annual property assessments to establish their municipal property tax rates, which fund important local services and infrastructure, and build communities.

About the Opportunity

PVSC is seeking an experienced executive to serve as Vice President, Operations. Reporting to the Chief Executive Officer, this role leads the delivery, quality, and statutory defense of Nova Scotia's annual assessment roll under the Nova Scotia Assessment Act. As PVSC's statutory Director of Assessment, the Vice President ensures operational practices, valuation standards, and assessment processes are legislatively compliant, strategically aligned, and consistent with industry best practices.

As a member of the Senior Leadership Team, the Vice President, Operations provides leadership across operational delivery, valuation quality, risk management, modernization, people leadership, and stakeholder relationships. This role serves as a trusted advisor to the CEO and Board and represents PVSC externally on assessment, valuation, and operational matters.

What You'll Do

Strategic Enterprise Leadership

• Provide strategic advice and operational insight to support executive and Board level decision making.
• Align operational priorities, resources, and plans to advance PVSC's corporate strategy and long term effectiveness.

Statutory Accountability and Governance

• Carry the statutory responsibilities of the Director of Assessment and ensure compliance with the Nova Scotia Assessment Act and industry best practices.
• Provide assurance to the CEO and Board on assessment quality, readiness, defensibility, and risk.

Operational Delivery and Continuity

• Lead the annual assessment cycle, including planning, execution, roll production, appeals, and year end delivery.
• Oversee operational performance, continuity, resources, and accountabilities to ensure timely, accurate, and effective service delivery.

Valuation Quality, Standards and Defensibility

• Provide strategic oversight of valuation approaches, methodologies, models, tools, and quality frameworks.
• Strengthen valuation consistency, transparency, accuracy, and defensibility through effective standards, controls, and training.

Risk Management and Decision Support

• Lead operational planning, performance reporting, analytics, and risk management to support informed decision making.
• Identify risks, opportunities, and dependencies, and develop strategies that support organizational priorities.

People Leadership and Talent Development

• Build leadership capacity and maintain high performing teams across operations.
• Lead workforce and succession planning while fostering accountability, collaboration, and continuous improvement.

Enterprise Integration, Modernization and Relationships

• Partner across the organization to align people, processes, technology, and data in support of service delivery and modernization.
• Build effective relationships with municipal, government, industry, and community stakeholders, representing PVSC externally on assessment, valuation, and operational matters.

What You'll Bring

The ideal candidate will bring a bachelor's degree in business administration, commerce, public administration, or a related discipline, along with significant senior leadership experience in property assessment, valuation, the public sector, or another complex operating environment. An equivalent combination of education, training, and experience may be considered.

You will also bring:

• Executive level leadership, judgment, and decision-making skills, with the ability to advise the CEO and Board on complex operational, legislative, valuation, and strategic matters.
• Deep knowledge of property assessment, mass appraisal, valuation standards, quality assurance, statutory requirements, and the full assessment cycle.
• Proven experience leading operational planning, performance management, risk management, modernization, and change in a complex environment.
• Strong people leadership skills, including workforce planning, succession management, leadership development, and building high-performing teams.
• Exceptional communication, stakeholder engagement, and relationship management skills, with the ability to represent PVSC effectively with municipal, government, industry, Board, employee, and public audiences.

Assets

• A recognized industry designation, advanced degree, relevant certification, or direct experience in PVSC's sector or operating environment.

Special Requirements

• This is a remote role within Nova Scotia, with periodic travel throughout the province. A valid Class 5 driver's licence and access to reliable transportation are required.
