Reporting to the Manager, Business Planning, the Program Planner is responsible for portfolio planning, coordination, and performance monitoring across Legacy's portfolio of properties, including both operational (care and maintenance, stewardship, compliance, and monitoring activities) and project-based work. This hands-on role supports the effective delivery of closure, remediation, geotechnical management, water management, environmental, and operational programs across Legacy's closed mine sites in Canada, the United States, and Western Australia.  

The Program Planner provides planning, scheduling, forecasting, resource management, and reporting support for both sustaining operational activities and capital projects throughout their lifecycle, from initiation through execution and closeout. They will work closely with site managers, project managers, technical subject matter experts, contractors, and functional departments to ensure activities are planned, prioritized, resourced, and executed in accordance with Teck's policies, standards, and strategic objectives.  

The Legacy portfolio includes care and maintenance activities, environmental monitoring and compliance programs, water management systems, geotechnical activities, ongoing stewardship obligations, closure planning initiatives, and capital projects such as drilling programs, environmental investigations, contaminated site remediation, reclamation research, construction and upgrades of active and passive water treatment systems, remediation of tailings facilities, waste rock piles and tailings management, road construction and operational maintenance activities for closed mine sites.  

Responsibilities :  

• Be a courageous safety leader, adhere to and sponsor safety and environmental rules and procedures

• Support the development, maintenance, and management of the Legacy portfolio plan, integrating operational, stewardship, closure, and project activities across all sites.  

• Facilitate integrated planning sessions involving site managers, project managers, technical subject matter experts, and functional departments to align priorities, resources, schedules, budgets, and regulatory commitments across the Legacy portfolio.  

• Develop practical, executable plans and schedules that align with site objectives, regulatory requirements, operational constraints, and available resources.  

• Challenge assumptions and stress-test project and operational plans to identify risks, constraints, dependencies, and execution challenges before work commences.  

• Identify and manage interdependencies between operational activities, regulatory commitments, technical studies, closure initiatives, and capital projects to optimize portfolio execution  

• Coordinate planning and prioritization activities to align work programs with strategic objectives, regulatory commitments, resource availability, and budget constraints.  

• Manage the allocation, prioritization, and deployment of project management and technical resources across Legacy sites to support portfolio objectives.  

• Support annual budgeting, forecasting, and long-range planning activities for both operational and project work programs.  

• Develop and maintain integrated portfolio schedules, including care and maintenance activities, regulatory commitments, closure planning initiatives, and capital projects.  

• Develop resource-loaded schedules for owner-managed scope and support resource capacity planning across the portfolio.  

• Integrate contractor and consultant schedules into site and portfolio schedules and identify opportunities for schedule optimization.  

• Monitor progress against approved plans, schedules, budgets, and key performance indicators and provide exception reporting.  

• Identify schedule deviations, resource constraints, portfolio risks, and competing priorities, and work with stakeholders to develop mitigation and recovery plans.  

• Identify critical and near-critical activities and assess schedule impacts across interdependent operational and project workflows.  

• Apply schedule risk analysis and scenario planning to support decision-making and portfolio optimization.  

• Support options analyses, closure studies, and strategic planning initiatives.  

• Develop and maintain rolling look-ahead schedules and annual work plans for key sites and programs.  

• Support the development and maintenance of long-term (5-10 year) closure, stewardship, and capital planning schedules.  

• Prepare portfolio performance reports, dashboards, and presentations for leadership and business planning processes.  

• Support project managers and site managers in developing work plans, execution strategies, and project planning documentation.  

• Support contract planning activities and ensure contract execution aligns with portfolio priorities and schedules.  

• Act as a point of contact for resource planning, including identifying requirements for project managers, contractors, consultants, and technical subject matter experts.  

• Perform planning and scheduling audits on contractors and service providers as appropriate.  

• Develop and implement process improvements, planning standards, and reporting tools to support continuous improvement.  

• Communicate portfolio performance, risks, opportunities, and resource requirements to the Manager, Business Planning and leadership team on a regular basis  

• Collaborate with subject matter experts to validate scope, sequencing, resource requirements, assumptions, and execution timelines.  

Qualifications :  

• Experience in executing mining projects is highly regarded.  

• Civil trade certificate, diploma in a relevant technical field, or equivalent technical and operational experience  

• 10+ years of experience in project planning, program planning, operational planning, or portfolio management within the mining industry.  

• 5+ years of experience in an Owner’s role is required.  

• 3+ years of field experience is required.  

• Demonstrated ability to manage competing priorities and align stakeholders across multiple sites and workstreams.  

• Demonstrated experience developing integrated work plans across multiple sites, disciplines, and operational programs.  

• Experience facilitating integrated planning workshops, annual planning, and portfolio prioritization processes.  

• Strong understanding of resource planning, capacity planning, and portfolio optimization principles.  

• Demonstrated proficiency in schedule risk analysis techniques and planning sessions is required.  

• Demonstrated proficiency in standards and tools development in support of Planning is required  

• Experience, and ability to demonstrate skills, with the Microsoft Office Suite®; Outlook, Word, and Excel.  

• Excellent communication, human relations, and follow-up skills are required  

• A proven team player and able to work well in a multi-tasking, fast-paced environmentPEng or AScT registration is considered an asset.  

• CCP, CEP, PMP or other similar designations are considered an asset.
