Senior Engineer (Plant Maintenance)  

The Senior Engineer provides project management, technical expertise and engineering input on the planning, design, construction and operation of the Division's programs, projects, infrastructure and equipment. The role assists in the management of research and/or project operations requiring advanced engineering knowledge and to plan and co-ordinate city-wide assignments by ensuring technical accuracy and adequacy and will be Reporting to the F & EM Manager .  

Major Responsibilities:  

• Develops, reviews and implements detailed plans and recommends policies regarding program specific requirements. 

• Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning. 

• Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. 

• Ensures that the project expenditures are controlled and maintained within approved budget limitations. 

• Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements for the construction of municipal infrastructure. 

• Leads multi-disciplinary project teams and supervises/directs other professional engineers and technical personnel. 

• Provides specialized design services and technical advice and expertise to support the units of the Division 

• Modifies established guides, devises new approaches, applies existing criteria in new manners and draws conclusions from comparative situations. Provides technical review on all development applications to ensure that they meet the Department's requirements and that there are no negative impacts on existing infrastructure. 

• Responsible for project management of ongoing or annual city wide engineering programs, special projects, engineering proposals, Capital Works Program, Best practices and other program development and new initiatives. Identifies, evaluates and provides technical expertise and recommendations for the resolution of contract issues, compliance programs, prosecutions, property, by-law, environmental and risk management issues and public safety in compliance with the city policies and by-laws. Ensures compliance within guidelines by acting as a signing authority. 

• Represents the Division at meetings with public, stakeholders and councillors. Represents the division as a technical specialist at project and organizational meetings with planners, administrators, and contractors and other external service providers as well at hearings at the Ontario Municipal Board, court proceedings and other tribunals. 

• Advises on drawings and specifications prepared by staff, contractors, consultants and co-ordinates activities of their field of supervisory personnel. 

• Prepares Committee and Council reports, presentations, Request For Proposals, Request For Quotations, contract plans, specifications and estimates for tenders, evaluates tendered bids and makes recommendations for award of contracts. Finalizes contract payments and implements quality control/quality assurance for construction. 

• Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. 

• Secures permits and approvals as required from external agencies. 

• Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors relative to facility and equipment design and improvements and formulates sound recommendations regarding such additions or alterations during design and construction phases. 

• Analyzes the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulates recommendations. Reviews and analyzes new technologies for utilization in existing or future service requirements. 

• Ensures the proper maintenance of all required operating records and produces or supervises the production of such operating and research reports and statements. 

• Performs site inspections and assessments of changed conditions on construction projects. 

• Conducts technical problem investigations and participates in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems. 

• Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership. 

Key Qualifications  

Among the other strengths you bring to the role of Senior Engineer will be the following key qualifications: 

1. Post-secondary education in Engineering (Electrical, Mechanical) or an equivalent combination of education and relevant technical experience.
2. Must be licensed as a Professional Engineer (P.Eng.) in good standing with Professional Engineers Ontario (PEO). Candidates with significant experience in electrical and/or mechanical systems associated with industrial, waste management, or municipal infrastructure facilities will be considered an asset.
3. Extensive experience in municipal engineering as it relates to the implementation, operation and maintenance of waste management facilities and programs and practices related to the design, construction, operation and maintenance of major infrastructure facilities. 

1. Extensive experience in contract management, project management, program planning and implementation of capital infrastructure projects in the field of solid waste management, or comparable industry experience as it pertains to the application of multi-disciplinary engineering principles including mechanical, electrical, instrumentation/control and civil/structural, and practices related to the design, construction, operation and maintenance of major infrastructure facilities. 

1. Extensive experience in asset management, maintenance reporting, data analysis, and performance monitoring using Computerized Maintenance Management Systems (CMMS), with advanced knowledge of enterprise asset management platforms such as IBM Maximo and related relational databases to support maintenance planning, reliability improvement, lifecycle management, and operational decision-making.

   Considerable experience in team lead capacity with a track record of innovative and result oriented leadership, ability to promote and foster teamwork, manage change, supervise/coach staff to enhance their development, and establish an environment for success. 

1. Comprehensive knowledge of the Environmental Protection Act and Regulations, Occupational Health and Safety Act, Construction Act, and other relevant Municipal, Provincial, and Federal codes, bylaws, and regulations 

1. Considerable experience in the areas of service delivery, project and financial management including preparing and monitoring capital works budgets. 

1. Knowledge of the planning and execution of capital projects in a municipal context. 
2. Must possess a valid Province of Ontario Class "G" Driver's License and qualify for a City Work Permit, to travel to various locations OR Must possess a valid Province of Ontario Class "G" Driver's License and have access to a vehicle to travel to various work locations in a timely and efficient manner. 
3. Possession of PMP certification from the Project Management Institute (PMI) would be an asset. 

1. Ability to develop short- and long-term strategies and plans to ensure cost effective waste management service delivery. 

1. Ability to plan, lead and manage multi-disciplinary projects of various scope with tight deadlines and provide work direction to contractors and consultants. 

1. Excellent communication (oral and written), problem-solving, analytical, and interpersonal skills and ability to interact effectively with all levels of the organization and to forge solid internal and external relations. 
2. Ability to identify and/or create opportunities for involvement with initiatives and practices that promote inclusion of equity-seeking groups.
