Data Advisor - Existing position
Band 3: $61,138 - $76,422.93 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**
This role, as with all positions at ITK is 100% in-office, requires being in the office full-time at 75 Albert Street, Ottawa, ON.

JOB SUMMARY
Under the supervision of the Manager, Research, the Data Advisor will work to ensure Inuit access, ownership and control over data and information. The Data Policy Advisor is responsible for assessing, advising on, and developing ITK’s data and information policies and infrastructure, to enhance Inuit data and information governance. In addition, the employee is responsible for coordinating related activities across ITK departments, analysis and report writing, providing recommendations and advice, organizing workshops and training opportunities, proposal review and writing, committee work, consultation with regional Inuit organizations, and other related tasks.
KEY ACCOUNTABILITIES
PLANNING, PROJECT MANAGEMENT AND DELIVERY
- Develop and manage work plans for assigned research, data, and information management projects, ensuring activities align with ITK priorities and strategic objectives.
- Lead the implementation and ongoing monitoring of assigned components of the National Inuit Data Strategy by tracking progress, identifying risks and emerging issues, and recommending actions to address priorities.
- Manage assigned ITK-wide and department-specific data, information management, and infrastructure initiatives, including project activities, workshops, training opportunities, and stakeholder engagements.
- Monitor project timelines, deliverables, and outcomes to ensure commitments are met effectively and in accordance with approved plans.
- Participate in and contribute to national working groups, committees, and task forces by providing subject matter expertise, analysis, and informed recommendations.
- Contribute to the development of strategic, operational, and project plans related to Inuit data and information priorities.
DATA MANAGEMENT, RESEARCH AND ANALYSIS
- Identify, acquire, organize, and maintain Inuit-relevant datasets, research products, and information assets to support ITK’s research, policy, and advocacy priorities.
- Review and analyze research publications, consultant reports, administrative data, and other information products to assess relevance, extract key information, and improve data accessibility and usability.
- Maintain and enhance organizational data inventories, catalogues, metadata, and information management systems to support effective data stewardship and discoverability.
- Monitor data releases from Statistics Canada and other key data providers, assess relevance to Inuit priorities, and coordinate the integration of appropriate datasets into ITK’s information resources.
- Contribute to the ongoing development and improvement of ITK’s data portal and related information management tools.
- Act as a key contact for assigned data initiatives, including the Qanuippitaa? National Inuit Health Survey and other priority datasets.
- Analyze datasets to identify inconsistencies, gaps, trends, and emerging issues, and provide recommendations to support evidence-informed decision-making.
- Collaborate with ITK staff and partners to develop and implement data sharing, storage, access, and information management practices that support Inuit data governance.
- Apply strong research and analytical skills to interpret Inuit-specific and Inuit-relevant data, identify implications, and contribute to policy and program priorities.
STAKEHOLDER ENGAGEMENT AND COMMUNICATION
- Build and maintain effective working relationships with Inuit regional organizations, governments, researchers, and other partners to advance ITK’s data and information priorities.
- Engage with internal and external partners to support culturally relevant approaches to data collection, management, access, and use across Inuit Nunangat.
- Prepare high-quality reports, briefing notes, presentations, studies, policy papers, and other written materials for internal and external audiences.
- Present research findings, data insights, and recommendations to committees, working groups, partners, and government departments as required.
- Provide regular updates to the Manager, Research on project progress, emerging issues, risks, and opportunities.
- Support knowledge sharing by developing and delivering information sessions, workshops, and resources related to datasets, data tools, and information management practices.
REPRESENTATION
- Represent ITK at meetings, conferences, committees, working groups, and task forces as assigned.
- Promote collaborative relationships and contribute to initiatives that advance Inuit self-determination in data and information governance.

QUALIFICATIONS
- A Bachelor’s degree in Information Management, Social Sciences, or equivalent discipline.
- A minimum of three (3) years of related experience in data analysis, information management, program evaluation, or a related field.
- Experience conducting research, data analysis and visualization, experience related to public health, social policy, or community-based research would be considered an asset.
- Experience developing, analyzing, and communicating research products, data reports, briefing materials, presentations, and other information products for diverse audiences.
- Strong quantitative, research, and analytical skills, including the ability to interpret complex information, identify trends and gaps, evaluate research, and contribute to evidence-informed decision-making.
- Knowledge of data governance protocols and information management approaches, processes, and methods.
- Knowledge of PIPEIDA required, knowledge of HIPAA would be considered an asset.
- Understanding of the impacts of colonialism on the collection, interpretation, quality assessment, governance, and use of Inuit data, as well as the importance of Inuit self-determination in data and information.
- Ability to apply critical thinking, problem-solving, and sound judgement to assess information, identify issues, and develop practical solutions.
- Strong organizational skills and the ability to independently manage priorities, complete high-quality work, meet deadlines, and identify opportunities for improvement.
- Demonstrated empathy, cultural awareness, and the ability to engage respectfully with diverse perspectives, experiences, and ways of knowing.
- Excellent written and oral communication skills, including the ability to translate technical information into clear and accessible materials for a range of audiences.
- Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, and Access, as well as internet and email applications.
- Ability to understand and apply relevant policies, legislation, regulations, privacy requirements, and information protection practices.
- Commitment to ethical information management practices, including responsible use of resources and consistent application of confidentiality, privacy, and security standards.
- Ability and willingness to travel as required.
- Priority will be given to beneficiaries of a land claim organization or Inuit self-government.
