As a member of the Senior Leadership Team, the Director of Finance, People & Administration (FPA) provides strategic leadership, operational oversight, and financial stewardship to support the successful planning and delivery of the 2029 Canada Games.

Overview of the Position

The Director, Finance, People & Administration is responsible for providing strategic advice to the Chief Executive Officer and Board of Directors, while leading a multidisciplinary team overseeing key operational functions aligned with the Host Society’s Business Plan.

Functional oversight includes:

• Financial Services
• People & Culture (HR, staffing, payroll, benefits)
• Office & Administrative Services
• Registration & Accreditation
• Volunteer Services (in collaboration with functional leads)
• Legal & Risk Management
• GST/HST Strategy & Compliance
• Contingency Planning
• Capital (Infrastructure) Oversight
• Legacy Planning (financial and asset-related)

Key Responsibilities

This role is responsible for, but not limited to:

Strategic & Operational Leadership

• Lead the development and execution of functional area strategic plans aligned with the approved Business Plan, including targets, timelines, and budgets
• Provide strategic financial and operational advice to the CEO and Board of Directors
• Ensure strong integration and coordination across all Games functional areas

Financial Management & Reporting

• Oversee all financial operations including budgeting, forecasting, and reporting
• Lead month-end and year-end processes, including financial statements and variance analysis
• Ensure compliance with all financial policies, funding agreements, and reporting requirements
• Manage relationships with external partners supporting financial systems (e.g., implementation and optimization of accounting platforms such as Sage Intacct)

Governance & Stakeholder Engagement

• Support and report to the Board of Directors, Finance, Risk & Audit Committee, and Human Resources Committee
• Provide regular updates on financial performance, risks, and operational issues
• Ensure strong governance practices and transparency

People & Culture

• Develop and implement HR strategies including workforce planning, recruitment, payroll, and benefits
• Build and lead a high-performing team
• Support development of volunteer strategies and integration with workforce planning

Funding, Grants & Revenue Optimization

• Lead the identification and execution of budget-relieving grants and funding opportunities
• Support revenue generation and value-in-kind strategies in collaboration with the Partnerships team

Taxation & Compliance

• Develop and implement an HST strategy to optimize rebates and ensure compliance
• Manage CRA business accounts, filings, correspondence, and audits

Capital & Procurement

• Oversee financial reporting and compliance related to capital (infrastructure) projects
• Direct procurement processes across functional areas
• Lead development of legacy asset and final asset disposition plans

Integration & Legacy

• Ensure alignment and communication across all functional areas, staff, and volunteers
• Lead financial and administrative components of Games-time operations
• Oversee post-Games reporting and knowledge transfer to stakeholders

Leadership & Culture

• Foster a collaborative, high-performance, and inclusive workplace culture
• Execute all responsibilities in alignment with the Mission, Vision, and Values of the 2029 Canada Games
• Perform other duties as required

Education & Experience

• Degree in Accounting, Business Administration, Commerce, or related discipline
• Professional accounting designation (CPA preferred)
• Minimum five (5) years experience in a senior finance leadership role
• Experience managing teams and operating at a senior management level
• Equivalent combinations of education and experience will be considered

Qualifications

• Proven expertise in strategic planning, financial oversight, and project management
• Strong proficiency in financial systems and productivity tools (e.g., Google Workspace)
• Exceptional judgment, discretion, and ability to handle confidential information
• Highly organized, with the ability to manage multiple priorities and deadlines
• Strong communication and stakeholder engagement skills
• Ability to thrive in a fast-paced, dynamic environment

Assets

• Experience in not-for-profit, major events, sport organizations, or multi-sport Games environments
• Knowledge of Sage
• Bilingualism (English and French), both written and spoken highly desirable

Working Conditions

• Standard workweek of 35–40 hours, with flexibility required
• Evening, weekend, and holiday work will be required at peak times
• Office-based work with extended computer use
• Occasional physical activity, including lifting up to 30 lbs and outdoor work

Conditions of Employment

• Valid driver’s license
